Obama Gives Political Ambassadors Their Pink Slips

By Glenn Kessler
The incoming Obama administration has notified all politically-appointed ambassadors that they must vacate their posts as of Jan. 20, the day President-elect Barack Obama takes the oath of office, a State Department official said.

The clean slate will open up prime opportunities for the president-elect to reward political supporters with posts in London, Paris, Tokyo and the like. The notice to diplomatic posts was issued this week.

Political ambassadors sometimes are permitted to stay on briefly during a new administration, but the sweeping nature of the directive suggests that Obama has little interest in retaining any of Bush's ambassadorial appointees.

Most ambassadors, of course, are foreign service officers, but often the posts involving the most important bilateral relations (such as with Great Britain, Japan and India) or desirable locales (such as the Bahamas) are given to close friends and well-heeled contributors of the president.

The Bush administration has made a practice of putting myopic ideologues in virtually every position. There is no reason to expect that Bush's political appointees should hang around, especially with the history of career diplomats leaving because of the ruination Bush and his appointees were causing. Recently, Bush has been embedding some of his appointments into civil service positions from which they supposedly cannot be dislodeged. But I would suggest that such recent hirings be reviewed to see if their backgrounds and experiences, on a case by case basis, actually qualify them for their positions. It might get a bit hairy. But at least some of the truly dead wood could be cleaned out. Case in point, a man with a degree in business whose self-described job is now to be a scientist. BTW- The reason for the birth certificate nonsense was not to pursuade any court. It was sent up to the Supreme Court after being thrown out of lower courts in the week prior to the election as a method of reducing the votes for Obama. As there are always gullible fools to be found, it probably did.

Good! DeBushification has started.

May Obama clear ALL Bush's political appointees out of the various agencies and departments, including those who have managed to "burrow" themselves.

Posted by: Gatsby1 | December 4, 2008 1:47 AM | Report abuse

Wow, it sure is clever of conservatives to focus on serious, pressing, and reasonable concerns like Obama's birth certificate and a "fairness doctrine" bill that doesn't exist.

All the Democrats have to offer in response is a sincere and steady effort to deal with a devastated economy, two failed wars, a broken health care system, global warming, and a few other minor and irrelevant issues.

It's easy to see why conservatives are held in such deep regard today. Why, they even held onto Georgia, God bless 'em!

I have waited 8 years for this kind of purge. In the days when I thought it would never end and that I could not get through one more year of Bush Incompetence, I tried to distract myself. It was like marking time. Although I had vague feelings that the economy was fragile, I had no idea the extent to which it had been allowed to falter. We should never hear from any of these people again!

I felt very much the same.

A loud emotional HURRAY!

On more thoughtful reflection, it is the most logical political and philosophical stand to take regarding Bush legacy ambassadorial appointments:
They were for the most part venal, self-serving, ill qualified, corrupt, incompetent bumbling administration in living memory.

This not only applies to ambassadors. They include judicial appointments and other civil service appointments in Dept of Interior, EPA, etc.

When a widely watched TV anchor (Chris Matthews) seriously remarked that the guy who seems like a guy you would like to have a beer with was a legitimate and serious criterion for selecting a president of USA, you know it has taken a totally wrong track based on faulty assumptions and incomprehensible perceptions of good and bad. The only way to proceed to make it right is to press the RESET button, wipe the slate clean, and start over again!

I do find it funny that the man behind so-called "Change" has basically rehired the Clinton administration. I also find it funny that every lib was in arms over Bush firing Clinton's appointees to hire his own people, but when Obama does it, it's normal, good, and applauded. I hope for the future of America that the libs are right about Obama, but in this economy, I find it hard that adding more Government, regulations, universal health care (ask Hawaii how that went for them), college being a right, and bailing out mortgages will not make our economy crumble even more. I hate what Bush is doing now with the bail-outs, it angers me even more that Obama is planning more. It's only 4 years, it's only 4 years, it's only 4 years.....

PS- I can't believe the "Obama's not a citizen" thing is still an issue. Grow up people, you're giving Libertarian/Republicans a bad name!

Regardless of whether it leads to another Civil War or not, the Constitution does not permit non "natural born" citizens to be President of the United States -- same would apply if the Governator out here managed to get elected, unless there's an amendment ratified to change that requirement -- as a former Con Law professor, I would expect Obama to do the right thing (including calming his supporters and explaining why he was stepping aside) should it be discovered that he is not eligible to be President. Think of it this way: knowing everything you know about our current President, wouldn't you have wanted him to step aside if it had been discovered he was not a "natural born" citizen?

Except that no one, including Factcheck.org, has seen Obama's orignal LONG FORM birth certificate -- that would resolve the issue once and for all -- why won't Obama allow that to be released. Keep in mind the distinction between "natural born" citizenship and everything else that the copy FactCheck.org looked at is good for. He never needed to be a "natural born" citizen to get a drivers license, passport (although there's an entirely separate issue as to which passport he used to travel abroad), license to practice law, etc. If you have any questions about any of that, please let me know.

The president, one could speculate, had only two choices: (1) play “chicken” and possibly sacrifice the lives of millions of Americans and the destruction of major American cities, or (2) opt for the lesser of two evils, the second being to pave the way for a dangerous Trojan Horse – qualified or not – to capture the White House.

Could it be that the media blackout of the most explosive story of any presidential election in American history has been choreographed by none other than the current POTUS – the most powerful man in the entire world? This would certainly explain why President Bush has not “been himself” since January 20, 2005. It would also explain why the all-powerful media have taken his marching orders – including the New York Times, which takes particular pleasure in undermining and sabotaging the president, even when it comes to national security issues.

If this happened, it would have had to involve the highest echelon in our intelligence services, who might have paid personal visits to publishers throughout the United States, as well as to top TV and radio executives, who themselves would have passed down iron-clad orders – to their anchors, broadcasters, even comedians – to follow the blackout order or face Draconian consequences. Clearly, they followed their marching orders."

Good start, but I think Obama probably should throw all of Bush's appointees to the Department of the Interior, the Department of Commerce, and the EPA in jail until all of the shredded documents are reassembled, the hard drives are scavenged, and their past actions are carefully reviewed.

Obama could use Gitmo to hold them; going by past Bush practices, trials and adherence to our Constitution and so forth are inconveniences that can be safely ignored there.

Given the Bush mess, I think it is wonderful that his political appointees are given the boots early rather than late.

The next thing to watch for, however, is whether Obama will break with the past by appointing career diplomats to those plumb jobs. After all, he presented himself as the change candidate and judging from his appointees so far - not that I can fault him for using Washington old hands - there is not much change, at least on the surface, that we can see there. So the replacement of those political ambassadors is a good early test of his change agenda.

His moment of truth is here.

1) Bush's AG changes were mid-term, not at the change of administration. They were his own appointees, not his predecessor's. (So? That's a distinction witthout a difference)

2) While he can certainly replace any AG at any time, it is unprecedented to replace a large number at once without any reasonable cause. (Reasonable cause in politics is in the eye of the beholder.)

3) Especially when the actual cause for the firings turns out to be that these particular AGs refused to follow White House directions to pursue unjustifiable political prosecutions against opposition candidates, i.e., they were fired for refusing to abuse their power. (You know the real cause? Wow! Have you shared this with Congress so they can stop their investigation? Seriously, that's the position of the fired AGs so until there is something more than their opinions, it assumes facts not in evidence. So the stated reasons that they refused to pursue voter fraud cases, were not as competent as was wanted or were replaced as a political move, stand.)

So your analogy doesn't hold very well.

Seems to me that people are OK with firing all of them at once because, as many have pointed out, they serve at the pleasure of the President. However, it is not OK if the President only wants to fire a few because those firings could be politically motivated? Imagine if that is how corporations worked. They couldn't fire anyone unless they fired everyone just to be politically correct. Have we gotten that cynical to think that any political appointee that is fired is fired purely for political reasons?

Posted by: ahashburn | December 3, 2008 1:44 PM | Report abuse

When I see comments like "Obama is not a natural born citizen" I have to wonder who these people are. At this point, to believe something like that speaks of willful ignorance. In short, one would have to go out of one's way to believe a claim so stupid and incorrect for there is abundant evidence to the contrary, including a birth certificate, not to mention that he would not have been eligible to run for the presidency. The other alternative is that people who write things like that or say them know that they are spewing out nonsense and do not seem to have the self-respect to care. That is even more disturbing and they should ask themselves if a person with integrity would do that.

Oh, and why not have the REVEREND Jesse Jackson head up chimpie's office of "faith based initiatives". That would give the evangelical nutjobs somebody who can really appreciate their religious bonafides.

ALL ambassadors are representatives of the President and serve at the pleasure of the President. They all have to offer their resignations at the end of an administration; generally, the career ambassadors' resignations are not accepted.

I have watched Administrations come and go here in DC since JFK. Politcally-appointed ambassadors always have to change with a new administration, sometimes even when the new president is from the same party. This is not "firing" in the usual sense. All political appointees are expecting this to happen. Classy ones offer their resignation without having to be asked. It just seems to be a bit earlier with Obama. Each president gets a certain number of political jobs to reward their supporters. This was implemented after Andrew Jackson gave too many jobs to his cronies and there weren't enough competent people hired to run the government. It is not corruption. Read your American history! That's why we now have the Civil Service employees, those under-appreciated folks who keep things going regardless of who's in the White House.

In response to Shoveit's suggestion that a Congressional investigation be undertaken regarding the dismissal of political appointed ambassodors by President-elect Obama as of January 20, 2009, please know that political ambassodors serve at the pleasure of the President and can be dismissed by the President at any time for any reason. There is absolutely nothing here to investigate. Sorry.

Now for the victors to claim the spoils of war. I have no problem with that. It's the pompous pretense of being different and above the partisan politics that makes me sick.

It would be great to see the Obama administration make a strong choice for the post of U.S. Interests Section chief in Havana. After eight years of arrogance from the Bush administration, a refreshing change in tone will be a welcome signal to Cuba that its time to talk in a responsible and reasoned way to improve our relations.

Good - now we can get rid of the arrogant and condescending Tony Garza, Ambassador to Mexico, friend of Calderon and a part of the rich family corruption that plagues that country.

Political appointees almost never end up in posts where living conditions are toughest. They make contributions to end up in cushy locales such as Rome, Paris, the Vatican (we have an ambassador to a church, in essence), Micronesia and capitals of Caribbean nations. Postings such as Harare, Ndjamena, and Asunction-- all politically-sensitive but not comfortable-- are filled by career Foreign Service officers.

Could we have a Congressional investigation into the firing of these people? I would hate to think that the firings are politically motivated.

Posted by: shoveit | December 3, 2008 11:30 AM | Report abuse

Not so fast with the "reward political supporters" conventional wisdom. O the president has specifically stated that all ambassadorial posts will be filled not with political hacks, but experts with a deep understanding and appreciation for the country to which they are posted. I, for one, believe him, simply because it has been obvious to anyone with a brain that this cat is REALLY different. He is brilliant, and, most of all, he ACTUALLY GETS IT. All of these claims that O is not any different simply represent the vain hopes of those whose politics have been rendered obsolete. Fuggedaboutit!!!

I live in Budapest, Hungary and since I've been here for ten years we've had as US Ambassadors a major Texas fundraiser, GW Bush's uncle George Walker and GW Bush's (current holder of the keys) former Yale girlfriend. All have been an utter embarasment to all US expats here.
Hungary is no easy assignment as the nationalists and neo-fascists here are constantly tearing up the cobblestones and throwing them at police officers.
May I recomend GW Bush for Zimbabwe; he and Mugbe would be perfect together!

In the ninties I worked for a relatively small company that provided significant software to Saudi Aramco for oil exploration. Every year the Saudis would send one or two people over for several months, ostensibly to learn more about the software at the source. The REAL reason was that the Saudi's wife was pregnant and they wanted their child to be born in America. Not one Saudi ever came without a pregnant wife. No Saudi ever came after 9/11.

AJAX2, your moniker should be "AJACAZZ". Haven't you tired of making this claim that PRESIDENT ELECT OBAMA is not a naturalized citizen? Apparently you are not because you make it in practically every discussion group in the WAPO. Please go away. Far, far, away.

PETITION THE SUPREME COURT

The U.S. Supreme Court on Friday, Dec. 5, will review a case challenging the eligibility of Barack Obama to be president of the United States under Article 2, Section 1 of the Constitution, which stipulates the position can be filled only by "a natural born citizen."

If you would like the justices to know there are millions of Americans concerned about this issue, with sincere, heartfelt convictions that the Constitution must be followed to the letter, here's your chance.

Of course, you can send your own FedEx letters to each of the justices, but it will cost you substantially more. WND will send your letter overnight to all nine justices and ensure delivery by Friday for $9.95.

"Let's hope change translates into no longer giving fatcat donors with no experience in diplomacy the most important diplomatic posts but actually taking these positions seriously and giving them to real diplomats who know the language, culture and politics of the country to which they'll be representing the US."

You mean like the guy Clinton had as ambassador to Switzerland, the self-proclaimed 'War Hero' who had to be dug up from Arlington Cemetary and sent elsewhere?

DUMP THEM ALL!
Press release August 21, 1961 shows Obamas mom giving birth to Barack in Honolulu.
IF ANY OF YOU NITWITS THINK YOU CAN MAKE IT THIS FAR WITHOUT BEING BORN HERE, GUESS AGAIN.
BTW, ONE OF YOUR LEADERS, DUNCAN HUNTER SAYS, IF YOU'RE BORN IN THE US TO ILLEGAL ALIENS, YOU SHOULD BE DEPORTED!
Guess that's the rule you're applying here too! Correct, or could it be YOU HAVE NO SOUL YOU'RE JUST A PLAIN OLD RACIST!
Yup, that's it. Actually, McCain IS THE ONE NOT BORN IN THE U.S. LIARS!
YOU VOTED FOR BUSH TWICE, SHUT YOUR PIE HOLES.
YOU RUINED OUR COUNTRY, YOU HAVE NO RELEVANT OPINION AND YOU'LL NEVER TO ENTITLED AGAIN, SHUT YOUR FRICKING MOUTHS!

I agree, there should be several posts for small donors ($25 every pay). Great way to recognize small donors and would encourage other people to become involved. LOL

You can uncross them in 8 years when Obama finishes serving 2 terms as president. lol.

Toritto--you're on to something. Perhaps rank the posts on a "big donor, middle donor, small donor" basis. The big donors are in the running for England, etc. All small donors ($25 or more) are entered in a lottery for places like Montserrat.

Posted by: nana4 | December 3, 2008 10:41 AM | Report abuse

As a regular small donor to the Obama campaign from the very beginning I suggest we have a lottery for the small donors, the winner getting a really nice post - we could have a TV drawing on New Year's Eve -

Heehee - I have no shame.

Luckily enough, there are plenty of ignorant, corrupt, wealthy Democratic donors to take the place of the Republican ones. And so it goes....

I would hope that those who are fortunate enough to win an ambassador post has a working knowledge of the language of their area as well as the staff they hire.
