Obama Warns Mayors to Use Stimulus Funds Wisely

President Obama warned the nation's mayors today that he will "call them out" if the federal stimulus money is wasted on pork projects that do not generate jobs for the struggling economy.

"If a federal agency proposes a project that will waste that money, I will not hesitate to call them out on it and put a stop to it," Obama told a gathering of 80 mayors at the White House.

After meeting with Obama and several of his Cabinet officials in a closed-door meeting in the East Wing of the White House, the mayors said they welcomed the added scrutiny.

"We get called out every day at the local level," said Miami Mayor Manuel A. Diaz, the president of the United States Conference of Mayors. "We have plenty of constituents that will be doing that before the president does."

Passage of the $787 billion stimulus plan means that money will soon begin flowing to the states, and is already setting off political scrambles in states and cities over who controls how that money is spent.

Several mayors said they urged Obama and his team to make sure that the flow of that money does not get blocked at the state level, where some Republican governors have said they don't want the money.

New Orleans Mayor Ray Nagin said he is optimistic that his Republican governor, Bobby Jindal, will not block his city's access to the money. Jindal has been tapped to give the Republican response to Obama's speech to Congress next Tuesday.

"Most of the money is going through the states. The governor of the state of Louisiana is a Republican," Nagin said. "He has a certain vernacular and a certain way he needs to talk right now. But I don't think it's going to impede us. I told the governor personally: any
dollars he does not want, we will take them gladly."

The president called the group to the White House today for a pep talk aimed at highlighting the need to get the money flowing into what mayors have called "shovel ready" projects.

"You shouldn't have to succeed, though, despite Washington." Obama told the mayors before the meeting. "You should be succeeding with a hand from Washington. And that's what you're going to get now."

Obama took the opportunity to respond to criticism from Republicans, who have predicted that the historic legislation will end up in pet projects that will do little to fuel economic growth or put people back to work.

The president said there will be a White House team assigned to track how the money is spent. A detailed report by his budget director laid out specific guidelines the states and cities must adopt for reporting their activities using the money.

"What I will need from all of you is unprecedented responsibility and accountability on all of our parts. The American people are watching," Obama said. "They need this plan to work. They expect to see the money that they've earned, that they've worked so hard to earn, spent in its intended purposes without waste, without inefficiency, without fraud."

Vice President Biden warned the mayors of political consequences if the money is not spent quickly and wisely.

"President Obama has been insistent during his campaign and from the time we won on accountability and transparency," he said. "All of you know, if we don't meet that minimum threshold, the likelihood of the public trusting us to do this kind of thing is going to evaporate very rapidly."

As they gathered at the microphones after the meeting, the mayors said they are committed to avoiding the kind of waste that plagues some projects.

But they said they urged Obama to make sure the funds don't get caught up in the kind of bureaucratic delays that often slows the flow of money from the federal government to the cities.

"It took two and a half years before any money really hit the city of New Orleans after Katrina," Nagin said. "And I made the point that if this stimulus money travels on the same track, then there will be lots of unspent dollars at the end of this initiative. And they assured us that they're going to push the money as quickly as they can through the states, and some of it directly to the cities."

Republican mayors, whose party in Washington opposed the stimulus package, nonetheless said they planned to be just as aggressive in seeking -- and spending -- the money the stimulus provides.

"I did not agree with all the parts of the stimulus package, out of respect," said Charlotte, N.C., Mayor Pat McCrory. "However, now that the bill is passed, I want it to work the best way it can."

Fortunately or unfortunately, city, county and state governments have been planning to game the stimulus for months.

From what I've seen, they mostly intend to use it to keep projects going (for instance, in Pittsburgh, a mass transit tunnel under a river) which are halfway done and would probably have to be abandoned now in the absence of a federal dole.

So if I'm right, their use of funds won't create jobs, but it will stem the loss of high paying jobs.

The problem, unfortunately, isn't exactly that private business is corrupt, or government is corrupt. The problem is that human beings are corrupt.

And peolple want to make it a Republican or Democrat issue? This is an Obama issue. Like Bill Clinton said to Senior Bush -
'It is the economy stupid".

So continuing to promote yourself in campaign style event and putting your rich wife on the cover of Vogue are not endearing to the 10,000 families losing their homes each day or the 20,000 Americans losing their jobs each day.

Obama is the President - he has the ultimate accountability.

Thanks Mr. Obama. Too many years these republicans had ways of funneling money, creating fake businesses, even fake organizations that Tom DeLay (R) of Texas created and paid his wife for working in the organization.

Republicans know how to scheme and then say, oh look! We're not the problem and what a relief to blame and criticize someone else. These republicans really know they feel good Bush left.

However, we have a President with a watchful eye because if he turn his back these republicans will swindle and scheme the money in useless and wasteful ways.

Talk is cheap Obama. The stimulus bill has billions of dollars in pork in it already. What will stop mayors from spending their piece of the pie on pork? If you foolishly choose to call them out on it, they can simply call you out on the pork you signed off on and expose the hypocrisy.

I agree with Obama 100%. The Republicans are so wrong as usual. They blew up the whole economy around the world with their greed. And don't tell me it was the people because if the Wall Street firms hadn't supplied the money the poor hapless homeowner would not have been able to buy the home. They had to entice them with low rates. Why isn't there any talk of what happened to the first 350 billion dollars? Why? The bankers have destroyed the whole economy, yet not talk of what these guys did with the money.
No Obama is right with this. I was thinking the same thing when they announced it. I wonder if they are going to prosecute people that rip off the taxpayers through bogus programs. I'm glad he brought it up. All the complainers need to climb back into their shells and shut up so the country can move forward.

When the Chicago thug won, they came into school bragging about how they wouldn't have to work or anything 'cause Nobama was gonna pay for their rent, their cars, their gas and their food! Somehow that managed to find their way to the nail salon to get pictures of the Obamas imprinted on their nails. I told her that next time she heard that nonsense to advise them to watch where they stick their fingers! Get it???? Sounds like there is a monitoring mechanism; direct D.C. to mayor funding and full transparency.

Having worked for the US Conference of Mayors and seen first hand how pork is eaten....lustily and with both hands; I'd love to see a big city mayor 'called out', especially when the pork is translated into make work patronage jobs for ward heelers.

It's work...but it's also pork!

President OBama has warned mayors to be responsible with the money he's (we are) giving them.
That'll work.
Politicians always respond to a call to duty. Especially if they're Illinois politicians.

During the camapaign it was suggested that Barack Obama had studied how Ronald Reagan did it.
If all he studied was how Reagan got elected, then he should study some more-he should study how Reagan became such a great president.

Dottydo The US markets have been falling since October 2007. Also markets around the world that have been falling since the same date.
So you disapprove of Obama's "there can't be two Presidents at the same time" but if during that time he had spoken out on issues you would have probably disapproved of that too.

I'm having trouble seeing anything there that isn't just a way to throw money at the wall.

Funding cuts for children's health was made by the state of VA - not Obama.

Obama did sign into law a new child health program that increases the number of children that can be covered. Bush vetoed that law.

The stimulus package may well provide even more help for children and their health needs. Dig into what your state politicians are doing with the money. Obama worked to get the money to them, not it's your turn to work with them to get improvements in health care you feel important.

This is not a responsible or accountable "economic stimulus" program it is a "Democrat spending" program that is only driving us further under water.

Care Connections for Children - a Virginia Department of Health program for unisnured children with chronic health care needs - had their funding cut this week.

So go give the money to "infrastructure" projects and let the neediest children go without healthcare. That is real accountability to who?

City Mayors apparently are willing to sell the people where they govern to the devil of federal control. Under the controls in place with the stimulus plan, city citizens would be bound not only to federal policy and control but extra debt. This new debt would be in the form of new taxes because the federal bail would only start programs, not finish them.

Palin, the STATE OF ALASKA made the mistake, she was the one who asked for a review, and corrected W-2s will be sent to not only her but ALL State employees who received "per diem" payments without the proper withholding (again, every taxpayer is legally entitled to max out their W-4 allowances as well ; )

Bill Clinton tried to warn Obama to be positive.
Why are the Mayors of the Cities being treated as if they have caused the budget crisis?
They were insulted by this idiot, as if they are cheaters with their taxpayers money.

Dude, I think you should go online and actually read the Stimulus bill where Osama your democrat clone president has so thoughtfully and openly posted it. If you read it then you will be the first liberal sycophant to have done so.

George Bush had no ability to create this mess and Obama will not fix it as he is just a puppet on strings. They both are crooked politicians and are beholden to more crooks in congress who have the audacity to pass huge bills without even reading them. These guys must be replaced just like you would replace a crooked mayor or police chief. The system is rotten from the bottom up and must be fixed before we lose everything.

The stimulus plan will create jobs and this housing plan will raise the value of everyone's home while helping people keep their house.

If you don't believe this, it is because you do not know enough about economics or you just hate Obama.

The facts are right there at your fingertips. Go read the policies and the reason behind them and you will know the truth. Stop being lazy and stupid and just repeating what you hear.

I was glad to hear him say these things. I lived in a little town a while back. An ordinary little town. Just before the upcoming election, Senator Kit Bond breezed through and told them he had millions for community beautification.

Those folks wrote a grant and took several hundred thousand to replace all their perfectly functioning lights on the square with new fancy ones. They also did a lot of other useless things. When someone tried to question them and say, "The money just adds to the deficit" (which ended up adding $4.5 trillion to the national debt in the last eight years), the town officials said, "Someone's going to get it."

I believe in the recovery plan. I think we need it and more to dig our way out of what the last eight years has left us, but I do hope most of the infrastructure money can be spent on things which bring permanent improvement, roads, new schools, projects which make us less dependent on foreign oil. I applaud Barack Obama for setting that as a goal. I hope he can hold his administration to it.

Most of the money given to state and local governments will go to pay off the taxpayer backed retirement account losses for public employees. The stock plans for these "public servants" have lost 43% of their value and the states and local governments guarantee them against any loss, using (of course!) tax dollars. 30% of *ALL* tax revenues for California, Oregon, Washington, Kansas, Ohio, Michigan, New York, and virtually every other state, has gone down this black hole. Put simply, if public employee's and their benefits were treated like their private sector counterparts there would no economic crisis for state and local governments. With the taxpayer guarantee, however, it is almost certain that every single state and local government WILL be insolvent if the stock market declines a further 20%, which is almost a certainty.

I guess you can find in the remarks of President Obama what you like. If you are a pessimist, which most of the "Party of NO" are, then you will find them to be shallow, empty and, for your purposes, counter intuitive. However, if you are an optimist, of which most American's tend to be, as the election proved, then you find his words reassuring. We all know that local politicians tend to have pet projects, inasmuch as federal politicians, that are not in the best interest of their constituents, but in the best interest of the politician. Obama has warned them that those projects will not be tolerated under the stimulus package and that those who present them will face public exposure by the President himself.

What this meeting SHOULD be discerned to mean is that there is no room for fraud at any level of government in this inherited dismal economy.

So, as I am an optimist, who chooses to see opportunity and hope in America, despite a failing economy vs. sour grapes because of a lost election, I will support the President and his efforts to bring stability to our economic future.

The irony with Nagin is that New Orleans is historically one of the worst offenders out there. Their city government is corrupt in ways that makes Chicago look like a bunch of nuns. They've diverted infrastructure money to dredging the Missippi for gambling barges. The blow emergency money on endless local pet projects, and never on the programs they need most. I know people who complained that Nagin never took Emergency Preparedness seriously as mayor and blew off every meeting ever scheduled to discuss Contingency Testing or Reviews. Then he blames everyone else for his own incompetence. Then they re-elect him. Now he wants Washington to give him a blank check? No way.

How can the mayors waste money? According to Obama, the whole point is to spend it. That is the stimulus. He said nothing about how to measure spending effectiveness. If he wants standards for the spending decisions those should have been stated up front and used to prioritize the entire bill. It may not be too late to force some spending justifications on top of the spigot, but it will be much harder to do now.

The ranting by Rick Santorelli - a trader who did very well under #43 and the market responding to bank stocks who are afraid of nationalization are a reflection of the HAVE IT ALLS wanting to be bailed out

So unless commenters Wild Bill/Change What (assuming they are diff people) are totally loaded ad counting their millions - they are spending too much time listening to incorrect information

When the bank situation is stabilized next week- one way or another - the market will stabilize

The problem is people like these commenters who do not understand that the USA needs to to manufacture something to be a viable trading partner in the world. These last eight years all we did was print money and make up monetary vehicles and schemes that the rich benefited from

This is a painful correction and we will get through it and emerge as a country with a manufacturing base (energy industry) who return to the drive and hard working values that built this country

So not every college grad can go to wall st and make size figure - and not everyone can stay home and be a day trader and play on the computer

The country has to go back to work
