Biden Hosts White House Stimulus Conference

Vice President Biden hosted officials from every state but Idaho for a conference today designed to serve as a workshop and warning on how they should use their billions of dollars from the stimulus package.

"A little hint: No swimming pools in this money," Biden said in remarks that mixed his regular-guy approach with repeated reminders that "this is a different deal," given the historic size of the $787 billion package and substantial aid it provides directly to state governments.

"If we don't get this right, folks, this is the end of the opportunity to convince the Congress that anything should go to the states," he told the gathering at an auditorium-style room at the Eisenhower Executive Office Building.

With some economists and Democratic lawmakers suggesting a second stimulus package may be needed to jolt the economy to life, the Obama administration is hoping to convince Congress and the public that the money approved so far is being spent in the right ways. Biden said today that the president will outline regulations Friday "about things you'd ordinarily be able to spend federal money on, but we are not going to let you spend federal money on."

He also showed flashes of the characteristic Biden candor that, over the decades, has endeared him to many and confused not a few.

"President Obama says nobody messes with Joe -- talk to my grandkids, then my kids, then my wife, then my staff," he said to some laughter. "But I can tell you one thing. My passion to make sure this is done right, it may exceed my abilities."

"But I'm telling you this is not anything I am fooling around with, nor, I expect, any of you," he said.

No swimming pools in the stimulous package, but a $8 billion gamblers train from L.A. To Vegas. This should have been called a corruption conference not a stimulous conference. What a hideous joke on the American Taxpayer on an exceptionally bad day when Obama betrayed his hundreds of promises to oppose earmarks/pork and signed a bill with almost 9000 earmarks. The Chicago Way has taken over Washington. It should no longer be Washington D.C. but Washington the Zone of Corruption!!!

What Biden should, but won't, do is get his home state to enact real usury laws to regulate the credit card industry.

Their lack of such rules is what created the modern consumer credit crisis in which terms start out reasonable, but can trigger outrageous fees and rates under any pretense, putting the most at-risk borrowers into permanent debt.

Joe Biden is the reason every American should pray every evening for Obama's good health! He may possibly be the dumbest and most inept vice president of all times; by contrast he makes Dan Quayle look absolutely brilliant. I suggest Obama assign Biden the role of designated "butt of jokes" for the late night comedians -- a role for which he is eminently well qualified and ideally suited. Obama's challenge will be "hidin Biden" for the next four years!

yeah--earmarks is a word that is over-used.

what hurts even more ..
--- federal law passes with no ear marks or pork.....but states will take the federal money of said bill/law, THEN pass their own state legislation (along with writing new code) that "ever so slightly" undermines the federal law OR puts EARMARKS in it for that state. follow?

And therefore, the states make their own earmarks, either to negate federal law or of course, use the money for new Jaguars and area rugs

Federal funding is far from equal among the states. In general, states with small populations and states with large rural areas do best and receive much more than they pay in. Things like poverty (Mississippi, West Virginia), federal bases, reserves, and parks (New Mexico, Alaska, Wyoming) have a lot to do with it too. Remember that so called earmarks make up less than 2% of the budget.

Most lawmakers take earmarks because if they do not, they do not get a fair share of the money in return that their state paid out.

My simple question is this: why go through all the corruption and bother of overcollecting from the states then granting paybacks in the form of earmarks when you can simply not take as much money from the states, and not provide earmarks? What is the added value of an earmark? Why should decisions about state monies occur in the form of earmarks on unrelated bills at the federal level?

tell ya what..
not only should you all go to RECOVERY.GOV and WHITEHOUSE.GOV regularly now to see what is happening.

and GET INVOLVED IN YOUR STATE LEGISLATION.
Because in the end, if it is the state that circumvents federal law, it is the state's fault...and no one elses.
Even if the press will try to blame our President.

This is simply marvelous.

I sure hope that President Obama cuts the money from No Child Left Behind to Arizona under the leadership of Tom Horne as Superintendent of Education.
Horne wanted the moniker of the "Grand Reformer of NCLB"....and guess what...
it's tanking in this state.

He took 345 billion dollars in 2002 (passage of NCLB) for state re-structuring withIN the new law and did not do a damn thing except
-get rid of stanford 9
-changed the definition of AYP to the point that Wash DC doesn't EVEN recognize Arizona in its statistics for education any longer.
-changed A-F grades to "performance measures". (So much for 4.0 GPAs and being proud of them)
-initiated Arizona Learns as a program which is superceded by NCLB but he doesn't listen that AZ Learns is illegal under NCLB.
-forgot about Highly Qualified Teachers in each classroom by 2005 because teachers didn't WANT to take a measly 3 classes for 12 credits to become highly qualified.
-has the governing boards of each district here in bum frick egypt running around making rules and code to circumvent NCLB.

Arizona doesn't deserve NCLB money because of Tom Horne.

Many of the comments I saw on this blog are not constructive, instead, offensive. If we believe we are smarter thant our leaders, then, let's see your ideas without been insultive. I am hoping they are good enough for a leader to say to you: "Your ideas are worth & will help many people. Thank you." States must use the PORKULUS money "wisely" - but clearly that doesn't also apply to congress.

You want waste, here are some of the things botox pelosi put into her PORKULUS atrocity:

FYI, Biden had the lowest net worth of anyone in the Senate last year and year after year, and yes, he does come from a working class background, and yes, his constituents see fit to send him back to DC again and again. There has been a bit of new construction going on, ie, roads, schools, other public works projects.

What if they were to mandate at least 20% of new consturction include green materials, necessitating building operations be sustained with green energy (solar panels, say, recycled gray water...)

And what about green retrofits, also?

This would help in terms of coverting the economy away from oil, while also providing an opening that will address our economic problems with real wealth creation, straight up the line (as opposed to the giant, Bernie Maddoff ponzi scheme we are currently struggling under...)
