Obama Heckled by GOP During Speech to Congress

The nastiness of August reached from the town halls into the Capitol as President Obama spoke about his health care plan Wednesday. South Carolina Republican Rep. Joe Wilson shouted "You lie!" after Obama said his health reform proposal would not cover illegal immigrants.

President Obama was halfway through his speech, trying to dispel what he called "bogus claims spread by those whose only agenda is to kill reform." Then he ran into Rep. Joe Wilson's agenda for the night.

His plan would not insure illegal immigrants, said Obama. "You lie!" rang out in the chamber.
Federal funds would not pay for abortions, Obama continued. "Not true!" came another yell, from somewhere deep in the Republican side. Vice President Biden frowned. House Speaker Nancy Pelosi looked alarmed.

The hollerer who made like a member of the British House of Commons was Wilson, a four-term Republican congressman from South Carolina, who long has had aspirations for statewide office.

After the speech, White House chief of staff Rahm Emanuel approached two Republican House leaders, Roy Blunt and Paul Ryan and said, "No president has ever had that happen," and urged them to have the lawmaker "apologize immediately."

Wilson's outburst drew a rebuke from Obama's presidential opponent. Sen. John McCain (R-Ariz.) called it "totally disrespectful, no place for it and he should apologize." Various House Democrats demanded the same. One sputtered House rules may have been violated.

By 10:30 p.m., Wilson had apologized.

"This evening I let my emotions get the best of me," Wilson said. "While I disagree with the president's statement, my comments were inappropriate and regrettable. I extend sincere apologies to the President for this lack of civility."

Jean, what a charming comment.

You probably don't know that 1) no Democrat ever heckled Bush in a joint session of Congress, or 2) that Wilson's actual words -- you lie -- are banned by House rules. In fact, they're even banned by the rules of that famously more unruly body, the British Parliament.

As for your thought that there's a scrap of truth in Wilson's completely planned outburst, I guess you don't think that anything posted on the Web and including facts is relevant. None of the five different bills currently under consideration would extend services to an illegal alien. But facts don't interest Mr. Wilson, and probably don't concern you, either.

QUESTION: Although the president has stated that illegal immigrants are not included in health care reform, the big question is:
Under the constitution, are "illegal" aliens able to be covered?
As a lawyer, wouldn't the president be knowledgeable on the issue of excluding any group of people here in the United States (legally or illegally)?
I believe that this will be a huge issue, and if the president is not aware of this possibility, there will be many questions asked of "what he knew and did he actually conceal the fact"?

Speaking of lying, there's not a true statement in the above paragraph. Obama used the expression "lipstick on a pig", not specifically about Palin, and it is a common one that has been used by politicians on both sides of the aisle, including yesterday in reference to Obama's speech. Obama certainly did not give the finger to anyone, least of all Clinton and McCain, unless you think winning a primary and election is giving people the finger. As for the birther nonsense, does anyone honestly think that responsible leaders in this country, least of all Republican leaders, would allow someone to run for President, nevertheless win an election, if he wasn't a citizen? The kind of people propagating that myth are fringe loons and small fry politicians like Wilson, who clearly showed he doesn't know the first thing about appropriate behavior, nevertheless, what is actually in the health care bill.

There is absolutely nothing in the health care bill that says that illegal immigrants will be covered; in fact, it says just the opposite. Although, maybe if you consult that Orly person, who keeps forging fake birth certificates for Obama, you can get her to make up a phony health care bill, as well.

CONGRAGULATIONS REP. JOE WILSON!!! It does not matter if it was "bad decorum", nor does it matter if Joe Wilson apologized aftwerwards. The fact is that Mr. Joe Wilson called President Obama a LIAR when Obama was denying including the illegal immigrants in any nationalized health care proposal. Now it is up to Obama to prove that he is not a liar if any future health care proposal is passed by NOT INCLUDING THE ILLEGAL IMMIGRANTS IN ANY WAY. If he does include them, it would make Joe Wilson and instant hero and vilify the President as a HABITUAL LIAR.

Finally a member of Congress says something that is true.

Calling out "liar" to Obama, does not hold a candle stick to what the liberals consistently use to do to Bush. But, liberals here are saying, it's OK to act disgraceful to Bush but boy howdy - not to the boy Messiah, Obama. Obama could not tell the truth if his life depended on it. Joe Wilson was the only one with strength enough to stand up for what was right. The majority is now on to Obama.

Before you had called the President a "LIAR" sir, you should have done your homework to take time to have read the proposed HR Bill Sec. 246 - that no illegal immigrants can avail the benefit of the health care reform. Not only did you show how racist you are, you also shout out loudly. The President is BLACK and more than anything it was not really about the Health Care Reform you are heckling against, it is the fact that one of the most powerful man in the world is a BLACK MAN....and he is your PRESIDENT. Listen. All those out there that have heard the President speak over 120x about what is in the bill would have every reason to question his sincerity about what he says.

HB3200 is nothing but a government takeover of 1/6 our GDP and to be able to control Americans lives from birth to death.

The founding fathers would roll over in their graves to see how much the federal government has ballooned in the last 50 years.

I don't want Big Brother controlling my life. I have worked hard for what I have, no thanks to the IRS which takes almost half of what I earn along with State and local taxes; we seem to work for their special projects and not much for our families.

Did the President lie last night; yes! He said he signed the "Stimulus" Bill into law without earmarks. Not True!

Americans have always given to those less fortunate and have taken care of our neighbors though hard times. Now, we will be charged for all charitable contributions. Why? Because these people want everyone sucking the government tit and to look to the government to solve all our problems.

Just look at every government program. They never come in at budget and usually triple in the first year. This will not be Defict Neutral and then, they will increase the budgets and cut services. The government is the most waistful organization in the country. They have taken every dime of Our Money out of Social Security and blame it on the # of Payees. How can anyone with any concept of freedom as granted in the Constitution that was to control Fed Gov't and gave such rights to the states. What Happened? They have been nudging the center to the left for over 50 years. The New Deal did not get us out of the depression. WWII did. And the social programs were to be temporary with a volentary income tax of 10%. What's happened? Greedy Polititians on both sides of the aisle. Wake up people. Big Government is not Good. Now they want to stifle success. That is Marxism! To proclaim Chavez as a great man??? Is that what you want in this country; the greatest nation on earth that does much more good around the world than bad. Cut water to CA farmers over a bait fish. This is America's Bread Basket. When did a bait fish become more valuable than feeding the world. I think their is a lot of growing up in this country and we all need to take the blinders off because the road to Hell is paved with good intentions.

Congressman Wilson was absolutely wrong in saying what he did during the presidents address.
I just checked HR 3200 to see what the fuss about "illegal aliens" was all about. The term "illegal" is not mentioned in HR3200, but the term "nonresident alien" is mentioned [p.170 ; Sec 59B,] which states "...Nonresident aliens-Subsection (a) shall not apply to any individual who is a nonresident alien".
The dictionary defines a "resident" as "One who makes his home in a particular place...". "Nonresident" is not defined in my dictionary, but I would assume that it would relate to someone who does not live in the United States. (I am assuming, here!)
So maybe the issue of "illegal alien coverage" should be further defined by our legislators. The president has stated that illegal aliens are not included in Health Care Reform.
HR 676, sec. 212 has a similar verbiage which is vague. It's in the definition of "resident" and "nonresident" that needs clarification from our legislators!

When irrational emotions from a state representative during the speech of the President of the United States emerge over a well reasoned thought, the state represented should address its dissatisfaction. Congressman Wilson’s ability to govern or represent a state becomes questionable as well as his capability to participate in debates regarding national interests such as American health care reform. About its benefit to illegal immigrants, President Obama told us what he has in his bill. It is unimaginable to hear him stating the opposite of what his administration has written. America advocates democracy in its territory and abroad. But such a comment from the congressman Joe Wilson could damage the democracy itself and encourage dictatorial leaders to oppress their opponents in other countries.

My point exactly, Obama continually comments on "the plan", which by your assertion is not the House or Senate plan, yet the White House has not published a plan, therefore as he is making claims about a non-existent plan . . . he is lying.

Jonweiss1, HR 3200 or whatever bill you cite is NOT OBAMA'S PLAN. It is a House of Representatives proposed plan. Therefore, you cannot say that Obama lies based on a bill that is not his plan. You can only say that based on his own proposals for a plan.

Hello...many companies go belly up all the time...nothing new. All you have to do is shop around and get a new plan. Currently we have people getting NO health insurance at all be cause they have a pre-existing condition...or you miss 1 payment because you are ill and the company drops you anyway. With the new plan people will not be denied coverage on a cost savings policy that the company has like they are now.

There is no right way to do wrong_and that outburst was "WRONG" period. Just a day or so after the President Obama educational speech to the world, would it be right for a kid in a classroom setting to yell a loud and disrepectful outburst to his teacher, a person of authority_small comparison, but there were kids watching it too. So let's not be so defensive as to make a wrong right or even justify a wrong situation as that is why the world has been in such chaos in the past...we are moving forward in our agendas, not B A C K W A R D S. Too get respect, you have to give respect. In decent and in order protocol is a must.

In light of the fact that Obama Loves to bash Geroge Bush, I believe I must speak to the facts as I see them, we have a president that believes in Partial birth abortion, he also believes children should be indoctrinated into many dangerous agenda's. http://www.massresistacne.org. Also google Boston Children's Hospital Sex Change Clinic. As Mr. President has 37 Zcars and his Mrs. has 30 something servants, yet Mr. Obama takes away Charter Schools from children, the only hope they may have of a better education. Though the Mr. President has made the biggest Stimulus Package in history, little has been spent that really promotes jobs. I really believe that Obama is hurting this country. I believe he is sick with power and he is boastful and proud of himself. I don't believe he care about the children, not really at all. I don't believe he really cares about the old, I really don't! I believe he care about his own agenda no matter what is good or right for our country, I really do! So where does that leave us?

After reading all of the comments here I was mildly amused at the outpouring ov vitriole and hatred of Joe Wilson from Obama supporters. After all, Obama did lie. If as some have indicated, Mr. Wilson should be tossed from the Chamber and from his position in Congress for violating the rules of decorum, what punishment should befall the President for perpetrating a falsehood? I have read HR 3200, and while watching the speech of Obama, I cited no fewer than five outright lies which he told in the course of his speech. If Mr. Wilson should be deprived of his position in the House for his percieved insult then then Mr Obama should be likewise deprived of his seat in the White House for lying to the members of Congress and the American people.

Why is it that the Republicans can throw wide the boarder to make it possible for illegal immigrants to stay in this country...as cheap labor sources/ nannies/ etc. Clear the way for them to get identification cards/under the table jobs/housing/public assistance (and keep it if they don't learn English). Pass legislation accross the country to allow their children to go to school (because they were born here even though their parents were not here legally)...
Go the extra mile to set up spanish speaking services and media resources (but balk over spending the same resources to help little Johnny read).

Now they want to get mad when these same people ask for health care coverage? Why not give it to them...they already get the services in the hospital anyway. This country already rolled out the welcome mat and freely offers them far more services, programs, and support than they give to middle and low income Americans(not to mention with less stigma, violence and more humanism attached than they gave to blacks in this country during the whole slavery to civil rights struggle!) AND THESE PEOPLE DO NOT EVEN PAY TAXES!

Wilson got it right, and has no need to appologise, for anything. Obama was lying about a number of things in the bill. First and foremost, how can Obama tell people what is and is not in the bill when as Rep Gohmert so aptly pointed out, the White House has no bill, nor does the Senate, nor the House, the two houses of congress have several bills and the White House as yet has none.

re the article, may I just add that what Mr Wilson did was in no way similar to goings on in the British House of Commons. The rules of the HoC are very very strict. You are not allowed under any circumstances to accuse another politician of lying. To do so would get you instantly thrown out of the house, and reprimanded by your party (maybe even ejected). It's why they have to call each other 'My Right Honourable Friend' - disagreements are allowed, impugning moral character is not. To British eyes and ears, what Mr Wilson did was shockingly unacceptable. If you don't respect your civic forums, what have you got left?

In his "apology", Wilson repeats that "I disagree with the president's statement".

He shouldn't be allowed to crawl off and hide. He should be invited on all the news shows to explain in what way the bill pays for illegal immigrants. Watch him squirm until he's forced to admit that he "misinterpreted certain provisions", or some such garbage. If he won't appear to back up his claim, they should tell the viewers.

This is an all-too-familiar ritual in 20th/21st-century America: someone (usually a professional athlete, but in this case an elected representative) does or says something inexcusable, inappropriate, unacceptable, and/or illegal, then follows up with a lame, insincere apology. The offensive conduct is then brushed off and largely forgotten. No accountability.

This man should be disciplined in some way by the House GOP leadership: he should be stripped of any chairmanships or leadership positions he holds, at a minimum. The GOP needs to make a statement, at long last, that all decency is not gone. But I am not holding my breath. Nor do I expect the voters of his South Carolina district, who presumably knew who they were electing, to hold him accountable at the ballot box.

The British tradition of heckling never comes to that, for no one would ever heckle the Queen when delivering a Speech from the Throne (which is the programmes for the party in power). It is much more likely he attained entrance through Nepotism and paid with inherited money.

Although I respect the man, McCain gained entrance to the academy through family ties and graduated near the bottom of his class.

It is refreshing to have a President who so clearly has earned his position through self-accomplishment, rather than inherited name and money.

President Obama has "gone above and beyond" to attempt bi-partisanship. In my view, this is simply another example of why the Republicans don't deserve this courtesy. Their party includes "Pastors" who have "prayed" for his death and gas-bags who "pray" for his failure.
This behavior will cost Republicans additional Independent voters.

I've been calling for both sides to work together to provide healthcare for all for a long time. After tonight and the really "adult" member of the republican members of congress (and I know Repbulicans and Congress are supposed to be capitalized but they don't deserve my respect after this stunt)yelling at the President, just leave the GOP in the weeds and get on with the business of the Congress with individuals that know that we must have healthcare reform. Holding up sheets of paper with their plan that no one has seen was ridiculous. They are surely the party of NO, and have no ability to contribute to fixing a broken system...so Democrats...go for it!

Shame shame. The congressman would better serve in, say, Taiwan's assembly where throwing chairs, punches and shouts are the way of political life. His actions were nothing but a strong nasty odor, a stench on democracy and the American way.

Joe may have some added difficulty with his reelection in 2010 because of this. He won his conservative district in 2002 with 84% of the vote but his popularity has declined steadily since then. He won reelection in 2008 with only 54% of the vote. This could tip a couple percentage points away from him during reelection. He could very well be labeled in the campaign as the disrespectful guy who called the president a liar during a national speech. That can't help him.

Not sure the motivation of this member of Congress' outburst since both parties are pretty much liars, but it was stupid, unhelpful, disrespectful and does nothing good for the country.

Joe's right, actually.

The House Ways & Means Committee voted down the Heller Amendment, which would have required those getting publicly funded healthcare to be vetted by eVerify for eligibility, on a pure party-line vote, 26-15.

The non-partisan group factcheck.org described the claims that the Obama plan would cover illegal immigrants as "false" and noted that one version of the legislation already includes an explicit bar on federal funding for illegal immigrants' health care.

The right wingnuts will immediately jump to defend Wilson and cite some example of Dems reacting to a Bush speech, though I don't recall anything that reached the level of today's outburst.

Next they'll be saying Wilson should be allowed to bring a gun into the next speech.

This is a disgrace. No matter how this guy felt, it was extremely rude to yell "You lie!" to our president. This guy deserves to be booted out in his next election and I will do what I can to contribute to that.

Obama called Sarah Palin a pig and instigated the Daily Kos attack on him. Obama gave Hillary and McCain the finger. If he is so childish why should we trust him? What is the name of the doctor who signed Obama's birth certificate? Until he shows us that signature, why should we trust him on anything? We can't even trust that he is president.
