Napolitano forecasts immigration overhaul in 2010

The Obama administration expects Congress to begin moving to overhaul the nation's immigration laws early next year, while improved border security and a drop in migration caused by the economic downturn make passage "far more attainable" than in 2007, Homeland Security Secretary Janet Napolitano said Friday.

"When Congress is ready to act, we will be ready to support them," said Napolitano, President Obama's "point-person" on immigration policy issues. "The first part of 2010, we will see legislation beginning to move," she said.

Napolitano's speech, delivered Friday morning at the liberal-leaning Center for American Progress, was aimed at Latino advocates who have bridled at her rhetorical emphasis on enforcement in her first 10 months in office, and expressed skepticism that Obama would fulfill a campaign pledge to push for a "comprehensive" package.

Napolitano reaffirmed Obama's support for a "tough but fair" path for legal status for an estimated 12 million illegal immigrants, and improved flows for immigrant families and workers.

"We will never have fully effective law enforcement or national security as long as so many millions remain in the shadows," Napolitano said.

At the same time, Napolitano sought to reframe the debate from past years, saying lawmakers' earlier demands that the government improve "enforcement first" have been met, and arguing that the time to work on immigration issues is when a sluggish economy is dampening illegal migration, not when rapid job growth is fueling it.

In recent years, the U.S. government has erected more than 600 miles of fencing and pedestrian barriers on the 2,000 mile border with Mexico, and more than doubled the ranks of the U.S. Border Patrol, to 20,000 officers, Napolitano said. Meanwhile, due to a shrinking job market and increased enforcement, Border Patrol arrests last year were less than half the 2005 level of 1.2 million.

"These are major differences that should change the immigration conversation ... We have gotten Congress' message," Napolitano said. "Trust me: I know a major shift when I see one, and what I have seen makes reform far more attainable this time around."

The address was coordinated with the White House as it prepares for upcoming battles after health care legislation. It contained few new specifics, although Napolitano for the first time addressed many of the principles that Senate Democrats and her predecessors in the Bush administration previously embraced, such as toughening enforcement against smugglers and unscrupulous employers, streamlining visa policies, and requiring illegal immigrants to register, pay fines, pass criminal background checks, pay taxes and learn English.

Republican critics say changing laws to allow more foreign-born workers is foolhardy at a time when U.S. unemployment is nearing 10 percent.

"It is ironic that a poor economy is their justification for amnesty," said Rep. Lamar Smith, (R-Tex.), ranking Republican on the House Judiciary Committee. "How can they claim that enforcement is "done" when there are more than 400 open miles of border with Mexico, hundreds of thousands of criminal and fugitive aliens and millions of illegal immigrants taking American jobs?"

Immigrant advocates said they were pleased the administration is approaching "the moment of truth" for a debate, but said they were still watching to see it and Congress commit real political capital. Congressional watchers also say the issue faces a crowded calender in the Senate, which is set to take up health care and climate legislation, before election-season politics take precedence by mid-year.

"The president and his administration need to make it clear that immigration reform is a priority and must be acted upon during this Congress," said John Wester, chairman of the U.S. Conference of Catholic Bishops and bishop of the diocese of Salt Lake City. "Hopefully this is the beginning of a campaign by the administration to get legislation moving."

We do not have to "round them all up" and deport them. Rather if we actually enforce our immigration laws (which Napolitano is not doing) and cut off the jobs and benefits, the majority of illegals will return home over time. This is the humane and cost effective way to solve this problem -- and this would free up millions of jobs for unemployed working class Americans.

We have to respect one another even when we disagree with each other.

Someone said Arizona never shed a tear after Napolitano left. While defending Arpaio, the blatantly repressive creep that's given Arizona a creepy profile to many. Who's also under federal investigation, and being questioned, as well as accused of staging raids against critics, caught on security cameras. My, the hypocrisy. Then again, the "amnesty" haters aren't exactly known as the most fair, reasonable and heartfelt types either.

There will be no mass expulsion. While those "amnesty" yellers still fail to recognize the humanitarian aspect of the issue, it's real, and obvious to many, and socially unrealistic to disregard. It's too big, too late... Then on the same token, if those people were really the "hardened criminals" some proud bigots snidely imply that they invariably are, things wouldn't have gotten to this point. No large scale influx of criminal 'types' would've been tolerated by that many, for so long. Not that I disagree with the ones saying there shouldn't be a cyclic way of granting mass 'amnesties'. Orderly future immigration should be part of the process, regardless. And job protections for Americans has to be a priority. But cruelly uprooting millions of people, many with US born kids, is not the solution, nor morally conscionable, regardless of what the cold ones on the far right state. Someone who's callous can't accurately judge what's ethical. And clearly they've no compassion even for babies, whom their kin refer to with disparaging remarks.

Napolitano is delusional. She is only meeting with pro-amnesty special interests and not ordinary American citizens. Rasmussen Reports, CNN, and other polling shows large majorities of Americans oppose amnesty and want to see our immigration laws (finally) enforced, which she is not doing. Moderate, more sensible Democrats should warn Obama to back off pushing mass amnesty when jobs are disappearing by the millions!

I think obama and Napolitano better learn that the American people DO NOT want amnesrty for these 20 million illegal aliens. What does it take to get it throught their thick skulls? we want the immigration laws ENFORCED! More raids! No catch and release! DEPORT ALL OF THEM! It's amazing how some of the authors of the above commnets crimilized undocumented immigrants, blaming them for all the wrong in the USA, from abusing the welfare system, to taking away jobs from Ameericans. While, not looking at the positive contributions made by undocumented immigrants living in the U.S.A., from working in jobs that no American wants to do, by working for small businesses that can only afford to pay minimum wages and many, many other contributions to this great nation.
The immigration system in the United States in broken and needs to be fixed. Any of the educated commentors on this issue, who has the solution to deal with 12 million undocuemented immigrants should lay it on the table for public comment.12 millions people will do a lot to help the US economy, just do the math if they are given the chance to come out of the dark. STOP THE HATING.

Americans will do any job as long as the pay is decent, just ask municipal sanitation workers. Napolitano is a liar, she is deluding herself if she believes due to her FAUX immigration enforcement, that Americans will now accept mass amnesty. No Janet, it's the exact opposite: with the worst job market since the Great Depression, Americans will oppose amnesty even moreso than in 2007!

Oh, god! 40 million jobs outsourced already, 3 million on Obama's watch. 4.5 million U.S. IT workers losing their jobs because of the Democrat's H1-B and L-1 visas. Health care "reform" that amounts to another feeding frenzy for corporations and Wall Street. And, now, "immigration reform", the Democratic code term for "illegal amnesty". Don't these bird brains think they have inflicted enough harm on the American people? We need jobs, not hordes of illegals competing for them! This announcement is going to spark a tidal wave of economic refugees from Mexico, Central and South America, India, and god only know from where else. We're in sooo much trouble.

So if 11 million people rob banks, does that mean they will all be granted amnesty? We already have laws regarding immigration which we choose to ignore. Should anyone care to take a look, you might want to check your local criminal court dockets, your school system budgets, your social services budgets, your medicaid budgets, your prison populations, etc. just to have a small clue as to what illegals are already costing the taxpayers in this country. How about if we enforce the laws we have instead of bending over backwards to cater to people who are here illegally and are costing us a FORTUNE.

I would love to hand every single person in Congress a pink slip and start all over. They all suck.

She also knows that supporting an amnesty for illegal aliens is a career buster for any government bureaucrat or politician. It’s simply not going to happen. If the Dems in Washington think that they have troubles now, wait till they try to allow millions of culture busting, job stealing illegal’s a chance to stay. America’s legal citizens won’t have it. Why rewrite the laws? We have plenty of laws on the books. We need to enforce the laws.

If they run shoot them, if they stop, lock em up till we can get some cattle cars to move them in. Our troops are moved on cattle trailers in case you do gooders don't know.

If we have to separate the families, so be it. It is not my fault their president can't control his people.

Just try to slip over the border into Mexico -- Bang bang, you're dead or arrested. Shouldn't Mexico open its borders to Hondurans, Nicaraugans, Panamanians, etc.? No no, thats giving up their soverienty.

I would not be easier instead spending all this money in enforcement, building a wall like Berlin. To invest, educate and help out those countries in Central America? We are facing a major enemy than the illegal worker doing the job that many who complaint are originally from here would even think about doing it. We as society we take things for granted where in others places is luxury. So, when we see those illegals working in the fast food industry, landscaping or in others jobs that normally an American kids will not consider as option, remember those people are doing the living for the rest of us a little be more easier. I say we need to focus to reinforce the democracy in the region with real deals for those countries. Not just for the politicians way of view. The enemy that I mentioned earlier is the ignorance and desperation for these people now facing again the exposure to an impose communist system dictated from Fidel Castro & Hugo Chavez. Do we really want to go back to the 80's scenario of wars in Central America? Do we really need the threatening of an individual like Chavez and his obscures business with guerrillas, narcs and who else knows trying to destroy us. I am not originally from this country I came here as many of legal immigrants that did the right thing. But I think we hear just groups or politicians who tried to keep theirs jobs secured and not an effective solution.

Please just tell me when this nightmare's over. I finally figured out why Obama was elected. Obviously America wanted "change" from the never ending griping during the Bush Administration so what did America do? They voted in someone that would make the right miserable, not someone who had experience and could lead. If that were the case they would have liked Sarah Palin better than Obama. She was much more experienced than he and lead more than just a household and a community organization.

Sheriff Arpiao was right, Janet Napolitano has no clue of what her job entails. She also under estimates the voters in this country. We are smart enough to know when she is lying and we are smart enough to smell 'amnesty' on the horizon. Let's make 2010 a banner year for electing conservatives and cleaning out the House and Senate and give Mr. Obama a feast of 'Lame duck' for the next few years.

The Obama amnesty bill will likely have the same results as the Reagan amnesty bill. There will be language for enforcing laws, in the future, which will probably be largely not enforced. In about twenty years with millions of new illegal immigrants, most Democratic politicians and pro-business Republicans will seek another amnesty bill. This may go on for about every two or three decades indefinitely.

I'll be really surprised when congress starts doing things that are difficult.

I expect more of the same lip service that congress is giving to the health care problem - throw some funding at the problem, but don't really solve it.

If there is one issue we all believe in it's that we don't want amnesty in any form!

Now if we could just get all of the state comptroller offices to make people verify their identity before giving them a tax I.D. #........that's how your illegals get to work here, legally......

The politicians are irreversible committed now to the E-Verify system of verifying legal workers. Sen. Harry Reid and his cronies may have--ONLY--authorized it for only 3 years, but they will have all hell to pay, if the originally tried to kill it.. They have managed to soften 287 G, the arrest and detain mechanism, given to regular police to fight illegal immigration. The same situation is in slowing ICE from expanding their duties, by executing lightening raids on suspicious businesses that are using large amounts of foreign labor. But right now the feds are building on E-Verify with great success, no matter what the open border opponents say? Another key component of Illegal immigration enforcement is knowing when tourists leave the country? Plans are being finalized to implement a data base of eye and fingerprint scans, when a person leaves the airport for departure.

I am sure with this coupled with entry customs inspection the Department of Homeland Security (DHS) will be able to detect visa over-stays? Along with further cultivation of E-Verify the US will have a much strengthened prevention against illegal immigrants. Very soon the mainstream of the American population will be confronted with this new Comprehension Immigration Reform. This should not be left for either the Democratic leadership or the minority Republicans to decide? We can no longer trust either party, to carry out the wishes of all of us. My thought would be a national referendum, but even though we are a Democracy we are over and over again--cheated by our legislators, who are in deep collusion with business organizations and the open-border entities? Those of us, who have a high respect for what citizenship means, should blast--ALL--Senators and Representatives and call 202-224-3121.

More BS. Why hire border patrols? Why not simply build/move the existing military bases to the border?? This is security 101. Anything less is politics. We all know that this admin. plans to try and give these illegal's citizenship in order to secure votes for 2012. They are putting all Americans at risk so they can move their careers along. They are killing US citizens. But then again if we make the border to secure the CIA won’t be able top import their drugs and there for will not be able to fund other operations. What a tangled web we weave.

Impose a ten-year across-the-board moratorium on immigration to the US! Our population went from 250 million in 1990 to 300 million in 2005, an increase of 50 million in just 15 years. 250 million is the max for a country this size, given our dwindling natural resources and the fact that we are in a recession. What is our obligation to a world that can't get its act together? Is the US the only country in the world that doesn't suck?

There is plenty that other countries can do to improve their economies, their quality of life and their government. We have enough problems over here. Laying a guilt trip on us won't work anymore. We don't care. We don't have to. Get used to it.

TO: DHS Secretary Janet Napolitano: You need to revamp ICE, CBP, USCIS and other agencies and stop wasting billions of taxpayers monies on "new projects" - Corruption among your top ICE management officials keep getting arrested by the FBI, DEA and some local law enforcement agencies from child sex criminal acts to a retired ICE top management officials arrested in August 2009 from Arizona and transferred to Miami FL. Before him, in February 2009, the former Customs Attache for Venezuela was sentenced to 90 months in federal prison for bribery and corruption. How many American citizens havae been deported since you took office because they they didn't carry their birth certificates, U.S. Passport, and or the Naturalization Certificate? The ICE manager who was sentenced to 90 months, got promoted while he was already under investigation. Just a few weeks ago, the ICE special agent in charge (SAC) of Los Angeles, CA and a drputy SAC were escorted out of their office, and their badges, credentials and guns were taken away for corruption related federal crimes. It is sad to see how badly DHS is wasting our American Taxpayer dollars, your real bosses while your "empty suits" keep getting large bonuses, new cars once or twice a year, promoting management officials who are found guilty of racial discrimination. I believe you got the message.

"Healthcare" reform has been the most popular of the liberal agenda; it is on the ropes. Cap and Trade looks like it might just go away; after all, they do have the EPA. Immigration reform is the most unpopular; why would they even try? Most people are content to shoot themselves in the foot with a single round; Obama's court of fools uses an AK-47 (the choice of socialists around the world) on full automatic. They miss usually since they are basically incompetent, but they do a lot of collateral damage.

We should not be misled into thinking that Napolitano or the Obama regime has any motive for their sudden interest in immigration "reform" other than the 2012 elections. 12 million illegal aliens can and will be transformed into 12 million new , economically dependent, voters who will largely enlist in the Democrat party. 12 million illegals are sufficient to permanently transform a number of red or purple border states into permanent blue states. This, again, is nothing more than an obamnista power-grab, and the sudden need for "reform" can be directly linked to the polls showing trouble for the Democrat party in 2010. The obamanistas need to get their voters "legalized" in a hurry.

There is already legislation waiting for action. It is called HR 1868 to end the so called Anchor Baby route to citizenship. This very important bill would properly apply the 14th Amendment and require that at the time of birth one parent must be a US citizen to transfer citizenship. Call your Congressional Representatives and demand that they support and pass this legislation.
