Reid to unveil climate bill
Senate Majority Leader Harry Reid (D-Nev.) will will begin circulating his climate bill proposal Tuesday among members of the Democratic Caucus and some Republicans, but according to sources, one thing is clear so far: the measure lacks the votes to pass.
