Leggett: Minorities Please Apply

Montgomery County is on the hunt for a more diverse government workforce, County Executive Isiah Leggett (D) said this week.

Saying he was proud to have appointed a more diverse group of cabinet officials than his predecessors, Leggett said he hoped Montgomery would become a model for the region and the nation.

Anticipated retirements in the next five years of many baby boomers in the county's 9,000-employee workforce will open more opportunities to hire, and the goal is to broaden the applicant pool, he said.

Leggett said Montgomery already is "far better than other jurisdictions" in the Washington region in employing a diverse workforce. But, he added, "we have a long, long way to go."

So far, Leggett has made 36 political appointments, most of them cabinet officials. Of those, 21 are white, eight are African American, five are Asian American and two are Hispanic.

County personnel chief Joseph Adler said the county's police, fire, and corrections agencies already have taken steps to broaden their hiring pools. "They have developed excellent models" for recruiting and hiring, he said. But he and Leggett agreed that the rest of the government needs to catch up.

County data show that in 2006 there were 8,675 people workinged for the county government in 2006.
Of those, 3,828 were women (44.percent) and 4,847 were men (56.percent). The county had 5,064 white employees (58 percent); 2,250 African American employees (26 percent); 642 Hispanic employees (7.4.percent); 495 Asian American employees (5.7 6.percent); and about 2 percent who were other of another race or did not identify signify their ethnicity.

The U.S. Census Bureau said showed that in 2005, whites made up 61 percent of the county; African Americans, made up 16 percent; Asian Americans, were 13 percent; and Hispanics, 14 percent. Hispanics can be of any race.

Although job employment advertisements often generate generations dozens of qualified applicants for a county government posts, they don't always attract as much ethnic diversity as the Leggett administration wants, Adler said. So the goal is to try to "put the word out" through the media and other sources to let people know about job openings.

Too often, he said, county government is viewed as a closed society, not open to newcomers, Adler said. "Folks believe it is closed, and they don't even bother applying.," Adler said.

For REAL diversity, we would need to add some people who do not lie awake nights thinking of ways to nanny the citizenry and ways to raise taxes.

Why is it acceptable to reject qualified white men from consideration for a position by claiming it is intended to "increase diverstiy?"

If any other group was targeted, it would be called racism.

I guess some animals are still more equal than others.

As Chief Justice John Roberts so elloquently put it in a recent ruling, "the way to stop discrimination against people is to stop DISCRIMINATING against people". Apparently, these words don't ring true with Ike but the first applicant that is disqualified because of their race should take this before the "new" Court.

If the statistics you give are accurate, then the population diversity is already represented in the county government workforce. But when are you going to write about the conflict of interest of Congressman Van Hollen? How can he possibly represent the interests of Montgomery County while at the same time getting involved in the Eastern Shore Copngressional race and other races around the country as fundraiser for the Democratic Congressional Campaign Committee? As a Montgomery Congressman he should be leading the fight against the 32,000+ earmarks submitted in
Congress so far this year which do not even have an up or down recorded vote. As the Campaign Fundraiser, he doesn't want to ruffle any special interest earmark feathers. As Montgomery County's Congressman he should be advocating that Congress work through August to solve the problems of Iraq, the budget and illegal immigration. As the Campaign Fundraiser, he wants to fly around the Country, when not hanging out with ticket-buying lobbyists, to raise money for candidates in districts where the vote was close in 2006. When is he going to get us some transportation money so we can end gridlock in the Congressional District which must be almost the most congrested in the Nation? Not when he is fundraising in California, that's for sure. I don't think his galavanting around the country gets it done here at home. Apparently Post editors don't care what he does. They are too busy trying to drive the middle class out of Maryland with new, "taxes on corporations, services, income, sales and gasoline."

Ike Leggett is a RACIST. I never thought I would find myself saying such, but it is true. His comments about "whites need not apply" is most troubling since during the campaign he personally told me that he was afraid of "white flight" in the county. I guess the white man is only useful to Leggett when he pays nearly all the taxes in the county and keeps his mouth shut. There should be a massive phone call campaign to his office at 240-777-2500, and we should try everything possible to remove his from office. A county that embraces diversity has no place for racial quotas and a RACIST in its highest office.

What stupidity! I refer to those who have posted. There is such uproar and I can only believe that you did not take the time to read the article or implied things from it. How is Ike Leggett racist? Diversity does not mean just race but it means gender, ada, etc. Care to look it up? Oh, how the white people get so upset if it appears that a black person may be saying that things should be diverse... I felt the heart palpitations. Bring it to court? Tell me what the quote is from Leggett from the article that is racist... Yeah, there is not one. Just like the media is wont to do in these days the reader is also doing the same...not looking for an original source and jumping to conclusions. But I guess some people are just spoiling for a fight...even if a punch hasn't been thrown. Yes, let's find a way to discredit a competent black man just as he begins...its all fairness and equality in America. Thanks for the reminder!

Ike Leggett has now begun to load up the county government with paychecks for his old buddies. Silverman, Adams, and Subin are now on the public dole, catering to special interests and ignoring taxpayers. Now, Leggett hopes to fill up the county payroll with "non whites". I suppose first and foremost Leggett is loyal to his skin color, and the color blind voters of Montgomery County didn't realize Leggett's color bar. Since Leggett can't be taken out of office, our only hope is to DEMAND his resignation. He is clearly unfit for office, and has proven himself to be a racist and inferior leader.

Does Leggett really believe that the only decent job a minority could get would be with the county in a "protected" job that actively seeks to find people based on race rather than ability? Most minorities in this area are highly capable and highly educated and are working at private sector jobs that offer significantly better pay and advancement opportunities than a dead end bureaucratic county position.

It is extraordinarily demeaning and a perfect example of the slave mentality for Leggett to assume that minorities are only qualified to work for the county and only then if he sets aside the position for them. What a biggot.

Well, I knew something like this was going to happen then day after the election when I saw (Lawless)Leggett win. I have total disregard for him.
It really is not a matter of black and white, it is the fact that Leggett uses the word "diversity" as a way to work around the issue. The heck with diversity, get someone in there that is capable of doing the job right and Leggett is not the one to do the job.
This is nothing more than profiling, racist and discriminatory actions by Leggett and his cronies around him. Everything that those on his side of the aisle complain about. The buck does not stop here, I am sure this will move all the way up to the Governor's office. Just wait.

We've been nice to the liberals for too long. They're thugs. The liberal dream is to control people, to oppress and exploit them for some 'higher' goal. ... liberals are always championing laws and social programs which are theoretically good for a class of people while being provably disastrous for people themselves: racial quotas, busing, welfare, my *&$#&%$@ taxes. ... The core of the liberal belief is that the mass is more important than the man.

I have to say I am shocked at the bigotry and hatred dripping from the comments posted here. Most of what is being alleged are the racist interpretations of the posters and not anything that Leggett has actually said.

I would agree with Ficker though that, based on the breakdown in the county's population by race, diversity has been reached.

The views expressed here are evidence of the fact that diversity programs are needed.

CSM, If Leggett is such a noble man and, as you claim, diversity has already been reached, then why would Leggett propose turning away an amply qualified white applicant?

Diversity programs are inherently unfair, are under close scrutiny and will be a thing of the past soon.

LaRaza Leggett has finally done it. Wonder what Martin Luther King would think of a fellow black man using race as a means to discriminate? No wonder Kathleen Kennedy dropped him from the ticket 4 years ago. And, what makes him think that the illegal hispanic population is worthy of being counted in any demographic? I hope the Federal lawsuit mentioned above materializes. Leggett used 1 million of county dollars to defend himself in a sexual harassment case, and now thinks Montgomery County is his own tool for a black and hispanic thugfest. I agree with the previous poster, we should demand his resignation. If a white county executive had announced a similiar position, all the media outlets would have already called for him to step down. Too bad the 61% of the white population in this county didn't band together and vote for someone white. Next time we'll know better than to value someone for his/her merits, but look first for the color of their skin. Leggett is a disgrace and he needs to be hauled into court again.

I reviewed the reports of the 19 day sexual harassment trial of Ike Leggett in 1992. It seems that he used the race card then too when he used racial attacks on one of the witnesses. Leggett is a dangerous guy and he should resign immediately. Blacks and hispanics are guilty of racism too. Leggett is a disgrace and an embarassment to the county and the state.

Rufus, walk with me and tell me how you came to your "brilliant" conclusion. Because it definitely is not evident. Sexism, racism and discrimination based on diability still exist. Saying that diversity is a goal is not evil. As I said in the other post. QUOTE ME THE STATEMENT THAT LEGGETT MADE THAT WAS RACIST!!! Then, let's have some discussion. Dear Tex Mex: In the Washington Examiner Leggett actually said he was going to craft the hiring and promotions in Montgomery County Government for "nonwhites". That is about as racist as it gets. It seems obvious that Leggett is first and foremost a black man, and that is a shame. Leggett has decided that he will openly declare his racism and dare anyone to challenge him. Under Leggett's administration black is no longer beautiful, but representive of the dark side. Darth Vader is alive and well in Ike Leggett. Wonder what his first wife, who promptly divorced him after the sexual harassment trial, would have to say about him now. Leggett is a dangerous racist with a 2 billion dollar cashbox. I think the civil rights commission should investigate him immediately.

I can not believe the comments that were posted based off of the article citing Leggett's comments in which Montgomery County needs more diversity. It is true. As a former resident of DC, and less than a year resident of Montgomery County (Rockville), I can site numerous situations where I was ignored (county library) belittled (county court) or outright denied a privilege ( county tax office) which I sensed was based off the color of my skin (black) and/or sex (woman). I agree Leggett, more diversity is needed in the county so that tax-paying women and persons of color can feel "at home" at home. Those of you who posted calling Leggett a racist should take a look inside because "Diversity does not = racism". Perhaps a little lesson on the meaning of diversity may replace the fear and anxiety some of the posts expressed in regards to Leggett's thoughts on diversity.

Dear Darkside, Here is a quote from the examiner: The goal of the new initiative would be to establish specific outreach and recruitment plans while guarding against giving whites an advantage in promotions and training.

That does not say that he is crafting hiring and promotions for nonwhites. That article says that he is focusing on making sure that minorities are aware of job opportunities while simultaneously allowing equality with whites who are already hired and seeking promotions.

why isn't there more diversity in the NBA? I don't see race represented there in the same proportion as it in in society at large. The NBA is racist.

And the PGA too. Tiger Woods is the only black man playing on the pro tour and he's only part black. Racist.

And the hip hop industry is CLEARLY racist. No Asians, no native americans, no asian-pacific islanders and the handful of token whites they have are all silly except Eminem. Racist, racist, racist.

Oh, and don't get me started on professional sailing - ALL WHITE. Buch of bigots on boats.

I agree!!! Where are the quotas in the prison system?? There are clearly too many blacks and hispanics taking all the thief, rapist, and murder jobs!! Where is the diversity there? And what about home invasions? Stabbings?? Why are all those great jobs being grabbed up by the blacks and hispanics? Leggett, we all know you like to harass women, and taxpayers. But can't you do something about the monopoly on the criminals in the black and hispanic communities?

Bloggers those who are posing here, please visit any Montgomery County government office and you will find white faces everywhere doing nothing, most of the time smoking outside the office building. Blacks are for window dressing,
not even talk about Hispanics and Asians.

Also check qualifications of White employees and you will find most of them lack a college degree...AA diploma holders are making over $85K! Thanks to previous administration.

Montgomey County Government is the best place for Whites to have government jobs. It is not going to change under Ike...he is going to put more Whites in the government to show that he "hates" minorities. Do't you know, Leggett administration is being run by whites.

Count Bobulescu, if the statement "all truths are relative" is true, then it is also relative, which means that some truths are absolute.

Our nation is built upon the concept of certain truths being absolute, such as certain inalienable rights received from our Creator. You can disagree, of course, but that places your opinion outside of our American traditions.

Saying that certain candidates will be given preference based upon their race is racist. Saying that certain candidates will be given preference based upon their sex is sexist. Leggett has clearly indicated he's advocating both of those.

The real loser is the voters of MoCo who will be getting public servants who are just not quite as good as the best applicants, but they'll have no one to blame for themselves.
