In Upset, Tenn. Incumbent Loses on Oil Issue

The heated Democratic primary contest between Rep. Steve Cohen and attorney Nikki Tinker fizzled out at the Memphis polls Thursday, as Cohen easily overcame Tinker's late invocation of race and religion and cruised to a 60-point victory. Instead, a northeastern Tennessee contest that had flew below the radar ended up headlining the day's electoral news, as freshman Rep. David Davis unexpectedly lost narrowly in the GOP primary to Johnson City Mayor Phil Roe in the 1st district.

Davis is the fourth House incumbent to lose in a primary this year, following Utah Rep. Chris Cannon (R) and Maryland Reps. Wayne Gilchrest and Al Wynn (D). Though the district is heavily Republican and will stay in the GOP column in November, Democrats are already highlighting the race as an example of how they believe the politics of energy can play in their favor. Roe focused his campaign on charges that Davis was in the pocket of "Big Oil."

"While East Tennesseans have been struggling with out-of-control gas prices, David Davis has pocketed thousands from oil companies," the narrator of a Roe campaign ad intoned. "Why is 'Big Oil' trying to buy our seat in Congress, and why is Davis accepting their cash?" (Watch the ad in full.)

Back in D.C., meanwhile, House Republicans are back on the chamber floor again today to continue their drumbeat demanding that Congress return to schedule a vote on opening up more land for oil drilling, an effort that has drawn an impressive amount of media attention given that it's been run by the minority party during the traditionally sleepy August recess. Democrats have mainly counterattacked with a message similar to Roe's, accusing the GOP of selling out to oil interests.

Does Davis' loss tell us something about which party's energy message will be more effective in November? Or was it a one-off upset unique to that particular district's politics? Sound off in the comments section below.

You are right, the House Republicans' #dontgo protest is receiving an impressive amount of attention. It is forcing the Speaker to rationalize the 5-week August vacation, which she is spending to peddle her new book. For his part, Rep. Boehner is probably going to need to explain why he is putting golf balls while the rank-and-file are trying to bring the House back into session.

I'm more inclined to it being due to the districts internal politics than it being part of a larger national phenomenon.

Also I'd say that Nancy Peosi really messed up on handling the issue on energy policy. She basicly giftwrapped it and handed it over to the Republicans. I'll also make an observation that the Democatic leadership in both Congress and senate has proven to be particularly inept on handling of issues. In fact they are making all the mistakes the Republicans did in the last years of their majority in spades.

I think the record profits the Oil Companies just realized this quarter took some of the shine off the Republicans argument. Especially when they have so many leases that they haven't even touched. Anyone that even takes a cursory look beneath the surface knows that the majority of off shore drilling has nothing to do with Oil, it's all natural gas...so this is a bait & switch from the get go. The American Public is just fed up with the crap from the last 7+ years, it's time for a change.

Big oil is the reason the NeoCons will lose in Nov. Right now the Reps on the house floor are desperately trying to give Big Oil one lastland grab before we throw the jerks out.

Congratulations Steve Cohen and the good people of Memphis who gave him a resounding victory of his opponent Attorney Nikki Tinker. The voters looked past Tinker's unfortunate negative racial and religious attacks against Cohen. Tinker's may have lost any future political opportunities as being remembered as the race candidate, a strategy that is the third rail of politics.

Neither party is listening to voters. Not one Congressman or senator can be trusted to do what needs to be done to produce manufacturing jobs and lower taxes in this country. Taxes should be limited to paychecks only, no sales, no property, no school, no state income taxes, just from paychecks. Then maybe congress would take seriously the task and job of producing jobs. Schools should be paid for based on results, not other consideration should be considered.

Rank and file???? When did a dozen malcontents with a program they desperatly hope does NOT make it to the floor become the "rank and file"? If Pelosi called a special session, that bill could be loaded quickly with Obama's mixed approach to the energy independance issue, and Bush would veto it. This would give Obama a winning edge over McCain, and utterly smash Republicans in the fall, which is why these guys are desperate to keep their "bill" off the floor. I'd lay odds they'd vote against their own bill to keep it from coming up for debate. LOL. It's just lovely to see all these political noobs trying to explain things they don't understand.

Mr. Pershing is misinformed about why David Davis lost in East Tennessee. By the way, Davis has not yet conceded the race. Davis was teamed up on by the Kingsport, Tenn. faction of the Republican party led by Richard Venable. Venable, former Sullivan County mayor, is still angry that he lost to Davis by less than 600 votes in 2006. Venable paired with Keith Spicer of Bristol, Tenn. to help bring Roe into the race. Spicer is angry because Davis would not give him a staff job in Washington. Spicer has lost a bid for Congress in Minnesota and ran unsuccessfully against Venable in the Republican primary for the County mayor seat years ago. Sources say that since Spicer cannot get to Washington on his own that he wants to do it through a congressional position. Also plenty of crossover vote took place as Democrats believe Roe is less conservative than Davis.

It's a real stretch for the Republicans to think that voters will associate anyone other than Bush and Cheney with the high price of gasoline. They certainly won't believe the Democrats caused it, the prices were already going up when they took over the Congress. It's fine to show backbone and take on the Speaker, but the issue they chose is better for fundraising and media attention than vote getting.

It's too bad that liberal politicians and their brainwashed supporters can't get out of the 50s when it relates to "big oil." They try pushing this agenda of "corporations versus the people" which is irrelevant in the face of globalism. If we cover our eyes it doesn't make the foreign competition irrelevant it just strengthens them.

At least evolve the argument to "american big oil" which would acknowledge the fact liberals only attack american industries. I remember just a few years ago it was "big auto" but as soon as the auto companies started losing money and the liberal goal was accomplished it went silently into the background.

Here are some questions that are food for thought for people actually interested in critical thinking in regards to petroleum and american industry under globalism and don't just want to just repeat talking points.

1. If people are so upset leased land is not being used how about the oil companies swap their leases for an equal amount of land? That would be fair and defuse the argument right? The land under lease that has been explored does not contain oil or in small quantities to make it cost prohibitive.

2. Foreign nationalized oil companies are sitting on 94% of oil reserves. The biggest US oil companies are the 17th largest (Exxon) and 20th (Chevron) in the world. Think of this when you blame "american big oil" for gas prices and think about the fact exxon importers 90% of its oil so is a net consumer not net producer.

3. So far as "big oil and republicans" if you are a business person are you going to give money to someone who will help you compete in the global industry or someone who will bury you and run you out of business?

4. How do the democrats propose to offset the loss in competiveness brought to these oil companies by extra taxes that foreign companies are not subject to?

5. Why do democrats only target american industries and ignore the child labor, subsidizes and low environmental requirements of many foreign companies from other countries? How is it that crippling american companies' means of making profits will give us better positioning in the global market?

6. If drilling for oil is so bad how is it that Norway who has the 2nd best environmental record in the world also is a large oil producer/exporter along with Canada?

7. Why when democrats talk about "record profits" do they not mention profit margins which oil companies are well within for profits?

Franklin's comments about the Roe win over Davis are sour grapes plain and simple. Roe won for a number of reasons.
1. Davis is dripping in oil and other PAC dollars and Roe will not accept one dime of PAC money. This had great appeal to the voters.
2. Roe has a personality and loves people. Davis is sorely lacking in people skills and avoids people. Even refused to debate.
3. Roe had troops of volunteers - an outstanding grassroots base.
4. Roe had a brilliant game plan and superb advertising.

To all of the people out there who think the Democrats are holding up an energy program I just HAVE to ask, "Who has held a majority in the house and senate from '94 till '06 and who has had a president in place for 7 1/2 VERY, VERY, long years, and still hasn't comeup with anything more than this last ditch, grandstand maneuver?" The only thing that the Democrats have shown any backbone in is turning out the lights and leaving, giving the republicans the same sort of treatment that that they have endured since '94. I wish they would grow enough of a spine to actually stand up to the republicans, expecially that dimwit in the flightsuit. The only one that I halfway admire is Cheney. He at least got to shoot a republican lawyer in the face and walked away from it. (That last was meant as heavy sarcasm, for any republican who may read this. I don't really admire him, I just like that he shot that guy. He ought to bag a few more.)

Ya know...Instead of your tired mewlings and whines quoting the "official" party line crap, all you Republican apologists for the failed policies of the last eight years would be FAR better employed trying to figure out just how the hell to keep your Party from slipping farther and farther into the "irrelevant" column.

Otherwise, you may as well resign yourselves to more and more headlines like this one.

It gives me no joy to say this. I happen to believe as the framers did in a strong, vigorous and clamorous opposition party that raises hell keeping the "ins" in line. Too much of an imbalance in either direction invites mismanagement.

Why don't you ovine bleaters do something for the country for a change instead of just for the party? Quit the lies and the incessent claptrap and get to work fixing your Party. We'll ALL be better off if you start being irreverent instead of irrelelant!

Oh...and you might select a better candidate next time. This guy's been rode too hard and put up wet a few too many times!

I don't see how the polls can say the majority of Americans want more drilling. Everyone knows that drilling isn't the answer to the energy crises. It is the control they have on politics today that is the issue with this crisis. Our wonderful president asked Saudis to release more oil and they said supplies would meet demand. We offered to open up our reserves and they said that wouldn't help our situation. So my thought is why would drilling help anymore? The truth of the matter is we don't have enough refineries to produce fuel as it is. Oil companies have control over our refineries as well. So what we need to do is look elsewhere for alternative fuels where we can take their strong hold off our nation. Either that or we would need to have oil exploration and refining government controlled.

You will find more Republican politicians abandoning that idea of drilling once they start seeing their colleagues losing their seats for their position on energy.

I'll agree with W.M. Dix above. Pelosi and Reid both appeared to gain their posts primarily as party hacks, and that is the way they have functioned. They also can't see more than one move ahead on the chessboard, if that. One of the reasons I remain unaffiliated with either party.

If the American People had an ounce of intelligence, they would thanking Rep. Pelosi for standing up to the GOP and the oil giants. Think about it. If you love your children, then the last thing you want to do is burn more fossil fuels and hasten about the demise of our planet by global warming. We need to develop alternative sources of energy as quickly as possible to stop the degradation of our environment to the point where the planet become uninhabitable by human beings.

Upset, TN. Wrong analysis. Roe ran well planned campaign. Davis ran weak, cheap campaign. Oil a cover and not the issue. This is "drill" country. Republican incumbent had not lost in this district since 1950! Unscientific polling data(is there any other kind) that Dems crossed over with enough disgrundled Repubs to unseat an "in". May see several "ins" get surprise come November.!!!!

These "drill" nuts need to ask BigOil why they're not opening up all the thousands of wells they've long since capped off..with plenty of oil in them! Their answer used to be that the oil left is just a little bit "too expensive" to bother with. Well, that was then..this is now! We all understand how financially "deprived" they are..but I think they could dip into their obscene profits just a little to get these wells up and funcioning? At least that would get oil flowing one heck of a lot faster than any undrilled ditzy offshore lease..whether current or presently lusted after! This whole phony landgrab is just more elephant dung! The only thing McFib has in common with a maverick is that they're both full of bull!

I think that all of you people who keep beating the anti-oil drum are mistaken about the facts. Check the facts at the US Dept. Of the Interior/reserves/public lands. American's need to start spending the 700 billion on our own intrastructure instead of sending the money to foriegn counties for their oil. We need indepenence from them and should be drilling our own oil here, keeping the money here. The oil drilled here is then used as a bridge to alternative energy sources. Wake up lefties or maybe you like russia more?

By the way John McCain parents are both US citizens and therefore McCAin is a US citizen. The problem for Obama is that Hawaii was not a part of the US and Obamas father was not a US Citzen. I think that this Birth cert stuff is a waste of time. You can get more out of his relationships with Odinga Obama who is Obama's couison from Africa who was involved in ethnic cleasning of Kenya when he lost the race for President.
