Um, that is Kevin Bacon. He's obviously disguising his voice and using a prosthetic nose.
He's parodying his uberfans (lovingly).

Saw this a couple times last night during NBC's primetime romp. I must say, it's refreshing to finally watch a commercial that doesn't make me feel braindead. ;)
