'NEXT GREAT CARTOONIST': The tale behind today's tortoise & hare

Here's today's "Imogen Quest" comic from Olivia Walch, the winner of The Post's "America's Next Great Cartoonist Contest." So, what was the genesis of this "fractured fable," exactly?

Of the strip, Walch tells Comic Riffs: "To anyone who has ever had to deal with me being late or forgetting to do something, the moral of this comic is: It's not my fault."
