Anne Arundel officer charged with 'sexting' with underage girl

An Anne Arundel County police lieutenant Thursday was arrested on charges that he exchanged sexually explicit photos with a teenage girl, federal authorities said.

James Cifala, 47, of Edgewater, was charged with attempting to receive child pornography. He has been with the Anne Arundel police department for 27 years.

According to police and court records, the investigation began in September 2009 when the parents of a teenage girl told the FBI their daughter was having a sexual relationship with an adult man.

Investigators found hundreds of sexually explicit text messages that the teenager exchanged with “Johnny,” who was determined to be Cifala, according to court papers.

The teenager also sent nude photos of her self to Cifala at his request, a practice that is known as “sexting.”

Prosecutors allege that there were more than 1,300 contacts between Cifala’s cellular telephone and the girl’s cellular telephone over just three weeks in the summer of 2009.

Federal authorities said Anne Arundel police assisted in the investigation. Cifala was arrested Wednesday night at the county police station.

I agree. However, it takes two to tango (as it were) so in addition to your statement I would add, "and someone is trying to grow up too fast."

Kids today perceive that they are supposed to be adults before they are even out of grade school so what do we expect?

I am not condoning this action (by either party), but simply putting it into the larger psychosocial context.

Cifala should immediately apply for a job in PG County, where he would fit right in with the rest of the felons in the Police Department.

I guess the parents said why bother going to the Anne Arundel Police, when they would probably do nothing and cover it up.

So they went straight to the "Big Boys, FBI" to handle this matter.

I wonder did the daughter know that her parents had found out that she was "sexting" and she helped get him in trouble even more?

I don't see why it would be appropriate to stereotype an entire police department that has nothing to do with this incident.

Just like anywhere else, there are good and bad police officers in Prince George's County. Many of them are first rate individuals who are putting their lives on the line for all of us every day.

My heartfelt thank you to all police officers who do their duty in Prince George's and Anne Arundel County or anywhere else.

And then there are the officers who DON'T get caught. Look, there's a certain significant percentage of the populace that loves to tie any pathology exhibited by any black individual to black people as a whole, so excuse me if I can't get too worked up on a one-size-fits-all assessment of AAPD or PGPD as crooked. Far as I can tell, PGPD IS crooked (and dog killers to boot). That's why I happily pay my property taxes to Balt. Cty. Our PD is well-trained, hard-working and courteous to all its citizens, regardless of race. (I know that's hard to imagine for a PD, around these parts).

It would be interesting to know (not that we have a right to) whether this was Cifala's first such activity or whether he has a history. The man has been a police officer for 27 years, so either he has perpetrated such crimes before, or this is a very sad story of a representative of the law who fell off the track. Either way, we can't pre-judge.

He is not the only "man in uniform" who thinks he can and many do involve themselves in this and other distasteful and illegal activities...he just got caught...how many more are still active. I should know, I was involved with two.

The teenager should also face some consequences - unless she is mentally disabled and has no sense of discernment.

Where were the parents in all this? Maybe the parents should only give cell phones without cameras, web browser etc to their kids. That should be the school policy too.

The police department should punish this cop severely - and also set up a process by which if a cop gets a SEXT message - they should forward it to a reporting authority - just so that good cops do not get framed by stalker females. Ditto for teachers and Principals of schools too. There are a lot of skanky girls who are doing this sort of things - they should be held accountable too.

Did she pursue him or was it all one way? Was she 17.5 years old?

I'm not advocating teenage girls interacting with middle-aged men, yet what's going to prevent his interest from being sparked by an attractive and likely physically mature girl?

Polanski's interaction with a girl who was thirteen and looked like it too, was repugnant.

Seriously, before I'd judge the guy, I'd need to see what she wrote to him and what she looks like.

I can't believe what I'm reading! dlkimura, Netcomment, and topwriter's remarks are absolutely repugnant. Underage girls are not "tangoing" or responsible. Asking to see what they look like before judging?!? If she's developed and pretty it's her fault?! What pigs! A grown man shouldn't be sexting with anyone under 18. Period! If he does, he's an immature animal who should be put away. Grow up!

This "girl" sent him nude pictures of herself, so it is her fault as well. We don't even know how old she is.

Whatever.

Humans are just another animal and all of you who can't get past thinking of these "kids" as THE victims, will never accept them as developing sexual beings.

Adolescents (nor anyone else) should never be exploited in any fashion, but it sure looks like the young lady has something to answer for as well.
