D.C. FD employee faces theft charges

By Theola Labbe'-DeBose

CPR training is a skill that is always in demand. Prosecutors allege that D.C. Fire Department employee Natalie Overton-Williams used that demand to take money from nonprofit groups that should have gone to the District government.

Overton-Williams, 41, of Southeast, faces felony fraud charges for allegedly stealing $3,160 from the District. According to court papers, between 2007 and 2008 Overton-Williams gave CPR training to five different nonprofit groups and individuals, and told them to write the check for the class fee to her, instead of the District government. She sent the organizations false invoices on department letterhead and deposited the money into her personal account, according to court papers.

At the time Overton-Williams was a firefighter assigned to the department's training academy, in charge of the department's CPR training program for citizens and groups. She gave training to a wide variety of groups, from the nonprofit Coalition for the Homeless to the National Association of Manufacturers. One group was confused when they received the invoice from Overton-Williams. Officials called the fire department to and the department told them not to give her any money, according to court papers.

When interviewed by investigators from the D.C. Office of the Inspector General, which conducted the probe, Overton-Williams said she received checks for teaching CPR classes for her business, "Basic Life Support Services" and had only received checks for classes taught after hours, not while she was on duty with the fire department.

According to WTOP, Overton-Williams has been on paid administrative leave for more than two years during the investigation.

So what else is new? Everyone knows that in DC public service is an entrepreneurial exercise.

I'm willing to bet she got raises during these two years (and counting) as well.

She made only an additional $3,000.00! She stands to forefeit her job for a mere $3,000.00!

I think that she should be charged with a crime for stealing that money from those non-profits, FIRED, and placed on supervised probation for a few years.

That girl is poison! Never trust a big butt and a smile.

"Overton-Williams has been on paid administrative leave for more than two years during the investigation."

There must be a union involved here somewhere. That's the only explanation for this.

If it was on your personal time, then it should have been on your personal stationery--not official government stationery.

Goodbye, DC. This is the end of the road for me.

Paid administrative leave for two years. Let's say that is $40,000/year for doing nothing (lowball figure). So $80,000 over two years paid to her for sitting on her behind over a $3,000 dispute.

She is hardly the criminal; let her have the $3,000 and return the $80,000 and fire the investigators and her. I know, she will bring up a wrongful termination suit based on racism or sexual discrimination. Pay her back the 80K and blacklist her and then close a fire station to pay for this fiasco.

When all the fire stations are closed there will be no more money to embezzle and no more money for CPR and district residents can die in peace knowing that they won't be funding incompetence or criminals anymore.

It really should not be a crime to refuse to pay taxes in DC; this is how taxpayer money is spent.

Can she also be indicted for theft of the two years of paid leave? Please?

She should keep her job, and the moron(s) who decided she should be paid for staying home for 2 years should lose theirs. Boy, you really need to reset your outrage barometer when you're dealing with the systemic and organized incompetence, corruption, and profligacy of DC government. Remember, this is only the stuff that sees the light of day.

Just mind-boggling. A two year investigation, what gives? Is she a girlfriend of Marion Barry? If she is also an EMT, has she been reported to the appropriate registries for questions of moral turpitude so that she doesn't get a similar job somewhere else?
