D.C. man, 19, arrested in Monday killing
A 19-year-old District man was arrested Tuesday in a fatal shooting early Monday in Southeast Washington, police said.
Sanquan Carter, a resident of Southeast Washington, was charged with second-degree murder in the killing of Jordan Howe, 20, who was found in the 1300 block of Alabama Avenue SE about 12:30 a.m., police said.
They said Howe had been shot several times.
