Police: Scooter victim dies in hospital

A 16-year-old scooter passenger, struck by a hit-and-run driver seven days ago in Rockville, died late last night at a hospital, officials said Monday. Police anticipate that charges will be filed against the driver whose Mercedes Benz struck the scooter, a Montgomery County police spokeswoman said.

Police identified the dead teenager as Noel Hernandez Mendoza, of the 12800 block of Evanston Street, in Rockville. The scooter driver, Mario Claros Hernandez, 19, of the 5000 block of Aspen Hill Road, remains in serious condition at a local trauma center, police said.

Early on Oct. 18, police and medics were called to the 12700 block of Veirs Mill Road. They learned that a silver Mercedes was traveling east on Veirs Mill, when for reasons still under investigation it struck a scooter in the travel lanes. The Mercedes briefly stopped, before leaving the scene, police said.

Later that morning, the Mercedes driver, Hector Andres Mazo Paya, of Rockville, turned himself in. Charges are pending against the driver until the conclusion of the investigation, police said.

There appears to be an epidemic of hit-and-run accidents in this region lately; I don't remember the last time I went a full week without reading about a hit-and-run or seeing a report about one on the TV news.

Whatever happened to responsibility and common decency?

There is no excuse for it but in the Rockville area.. in that area particular... there are a lot of walkers, bikers and scooter riders that just roll out into the street.. it is worse on the other side of Rockville (Georgia Ave)... this accident happened at night and trust me, it is very hard to see on Veirs Mill, with the hills and such.... again, there is no excuse for it but Scooters and bikes should not allowed to be out on the streets... if so, they should have a license plate or something, just like a car. I feel for the families involved and wish them prayers.

Was Noel Hernandez Mendoza a student at a local high school?
