Third man arrested in connection with the rape of 11-year-old

A third suspect was arrested Friday afternoon in connection with the Tuesday rape of an 11-year-old girl in Silver Spring. Authorities also provided new details on the case, including how the three men were able to get the girl into a townhouse near her home.

The latest suspect, identified as Rogelio Mondragon, 39, of the 7900 block of 18th Avenue, Langley Park, was arrested in Langley Park. Police said that he and two other men approached the girl Tuesday afternoon and spoke to her in Spanish. She couldn't understand what they were saying, and walked away.

At some point later that day, the men again tried to speak to her, this time in English, while she was in a park near Quebec Terrace, watching kids ride skateboards and drinking a soda, police said.

"The victim realized that she had previously seen one of the suspects around the neighborhood, so she allowed the men to escort her to an apartment in the 8700 block of Carroll Avenue," police said in a news release on Friday. "Once inside the apartment, their previously friendly overtures ended, and she was raped by all three men … The length of time that she was in the apartment remains under investigation."

Police originally had said the second meeting in the park occurred around 8 p.m. After further investigation, the exact time has become less clear, and it could have happened earlier.

After the assault, the girl was allowed to leave the apartment, police said. She ran into her mother who was looking for her. Police were called, and she was able to tell police where she was assaulted and described specific items inside the townhouse that lent credibility to her account.

There is no indication at this point the assault was gang related, police said.

Earlier, police arrested Melquicide H. Sorto, 31, and Marcos R. Torres-Enriquez, 20. All three suspects were being in the Montgomery County jail system on Friday.

I thought these central Americans were suppose to contribute their vibrant and enriching culture to Americans? They are all hardworking and trying to support those less fortunate in their home countries, right?

Thank you, Ike Legget & Martin O'Malley, for allowing these ILLEGAL IMMIGRANTS safe harbor in the State of Maryland & Montgomery County.

I wonder, if either of you 2 politicans, (O'Malley & Legget) would feel any differently, if it was YOUR daughter that was raped/molested?

Our society is allowing atrocities like this to take place. Individuals who have a criminal element to them anyway find great opportunity here living in ANONYMITY to do as they please. Interchangeable names and residents and no fixed address, this ever growing population of criminal transients have made the chances of them being caught unlikely, so they have no qualms or fear of the law.
This poor little girl is just another drop in their pool of victims. In no way do I blame our law enforcement, they have had their hands tied by our cowardly corrupt politicians.
Eisenhower had the correct answer to this problem all along but none of our politicians today have the courage to do what he did.

Why waste our tax dollars, take a sledge hammer to their knee caps and march the three child molesters back across the border where they came from. Watch some idiot in the court system say they need therapy. I cant believe this happens to kids out playing. The whole Langley Park area needs to be cleaned up in P.G. and Montgomerry Counties. If we got rid of all these so called amigos we might get jobs for the honest legal hard working people...

this is an issue that we cannot afford to let go ,in my view the people that do this aberrant actions need to be punished to the extent of the law ? making major changes in our court system that it is misuse and it does not protect society, I am amazed that this monsters are allowed to gather , drink and do what they want in Langley park .
Langley park was a nice affordable place to live mostly by Maryland University students all this change in the 80s it became a refuge of Crack dealers ,prostitution and all the ills that Crack brings to our country ,If I am a simple citizen of our beloved country and I am aware of all the illegal things that are going on in that part of our state it makes me wonder The so called Police Intelligence should be able to break this so called gangs that in my view the Politician and law enforcement does not fight with the zest that it needs to , Police and our government should first and foremost should and have to take care of our Citizen Americans I am not an isolationist in this case should be the welfare of my fellow Americans first and foremost how they are going to have this monsters lived in our state and why our state gives protection and status to Salvadorian and so many others I cannot generalized but please America for the Americans we cannot let our freedom and way of life threaten by these idiots that are criminals no excuse for them it is not as they stole a loaf of bread because they were hungry no it is a crime that goes against the fabric of our society have Mexico , Guatemala , Salvador , Nicaragua , Honduras and other countries that have responsibility for their citizen enough is enough were are our Politician the PG Police , MOCO police intelligence it is ashamed that our country is in the brink of destruction Americans can find work , Americans are defaulting in mortgages , Americans are suffering we as American have to take care of our fellow citizens regardless were they come from how these people find an apartment? it is the law you must show that you have good record but I guess as Wall street Greed is good

Why? Why would she go to an apartment with strangers? Seeing someone in the neighborhood is not the same thing as a friend. There is something about this story that is not right. Either way there is no way any of the men should have had sex with an eleven year old girl.

Let's just say that the prison environment is not kind to kiddie rapers.

But WTF an 11-year old? That's seriously sick.

Public Hangings is the only way to let the illegal alien community that we will not tolerate this kind of crime!! They should build a gallows in Ravens Stadium and sell tickets to the public (I would buy one) and take the profits to hire a special group of Police with only one job catch the illegals, criminal or not!! ATTRITION THROUGH ENFORCEMENT!!!! NOT AMNESTY!!!

Yeah, yeah, one's arguing that these three should be set on fire, strung up, deported, etc. We're all agreed.

But from the original story, this was an 11-year old girl walking alone on the street and then alone in a park. Where was the mother??? And why aren' charges being brought against the mother for child neglect and negligence???

Posted by: checkered1 | February 27, 2010 4:20 PM | Report abuse

If the kid was white, this would be getting much more attention and many more comments. Leggett, this young black child suffered because of your negligence. Criminal illegal aliens are running amok, terrorizing the residents of the county. Maybe when something like this happens to your or Manger’s family members you will wake the hell up.

Did the illegals paid the kid for sex then she cried RAPE? Although this crimes by these illegals is horrible, responsibility goes to her mom for not montoring her where about. Send these illegal fools back to where they came from.

You commenters disgust me. Blaming the little girl!? Using this as an opportunity to unleash your bigoted hatred of immigrants. Every time I hear of a white person who committed a rape or molestation or did anything else wrong (such as the Delaware pediatrician that abused 100s of kids), I guess we should blame all white people, too. Go back to Europe! You come here, murder the native people, steal their land, purposefully infect them with diseases, enslave and rape Africans, repress Africans-Americans and then live off their wealth they toiled to create. You have polluted this country, are filling the oceans with plastic, threatening our whole planet with your gluttonous overconsumption and lack of concern about tomorrow, fund dictators and create and train death squads (including in Central American countries). The Native Americans never gave you permission to steal their land. You are descended from illegal immigrants and should go back to Europe.

At least Central Americans' blood is often largely or entirely indigenous to this hemisphere, unlike white descendants from genocide-committing, slave-holding colonists.

I myself am white, by the way. I'm just showing you jacka**es that if you paint any population by the worst people of the ethnicity has done, they look pretty bad. And I must say there is a lot worse that can be truthfully said about Europeans and Europeans who moved to the U.S. than of Central Americans. There are also great people of all ethnicities, including undocumented immigrants. And I prefer to live in a neighborhood with people from all over the world, regardless of immigration status, than with bigots like you.

By the way, a lot of the violent people in Latin American countries were trained by the U.S. at the School of the Americas and were actually trained to torture. The US trained multiple dictators, including ones overthrowing democracies, and their death squads. If it turns out that the aggressors were from Central America, I would be willing to bet you the legacy of blood is ultimately on our -- the America taxpayers' -- hands. We supported blood baths in Guatemala -- more than 100,000 Mayans slaughtered, and even American church ladies -- the assassins of Archbishop Romero in El Salvador were trained at the SOA. We trained the Nicaraguan contras, and were convicted in the World Court of terrorism in 1986.

By the way, are you aware of the trail of blood coming from our, American, trained killers? Did you know there's a military chant, "What makes the grass grow? Blood. ..." Well, I guess the grass is growing in Iraq, Afghanistan, and now here.

However the majority of Europeans still came over legally as well as the majority never practiced slavery. Then again in the Southern hemisphere slavery did not go away until the late 1800's, after the American Civil War had ended abolishing slavery in the USA. Then again the hatred here is generally directed towards illegal criminal immigrants, not immigrants in particular which is how some of the media and certain individuals try to portray it. Will the majority of illegal criminal immigrants be happy when Obama doesn't pass any kind of immigration reform??? Or for that matter the enablers and supporters of these rapists, murderers, etc. I am the child of a recent immigrant and i believe their is a lawful way and an unlawful way as per the US Constitution.

Its really wrong that people will post just about anything about the mother to this 11 year old. she is going thru hell right know and to think people would blame her for what happen. No one knows the true story but the child and mother. The media is never on target with any story. This child is in pain and no one knows how she feels. The MEN!!!who did this are wrong and should serve LIFE!!! for what they did. Just think if it was your child, sister, aunt etc... would you then post what you have posted about the mother and child. Thank you to all that are backing this mother and child. My prayers go out to the family...
