District teen arrested in Feb. fatal shooting

A 15-year-old District teenager has been charged with murder in the February shooting death of another teenager, police said Tuesday.

Authorities said the youth, who was not identified because he is a juvenile, shot 15-year-old Joel Watkins the night of Sunday, Feb. 21, in the 6200 block of 7th St. NW in the Brightwood/Manor Park area. Authorities said Watkins had been shot several times.

At the time of the shooting, D.C. Council member Muriel Bowser (D-Ward 4) said Joel Watkins attended the Transition Academy at Shadd, which the D.C. Public Schools Web site describes as a special education school for grades 9 through 12 in the 5600 block of East Capitol Street SE. A neighborhood resident said he was one of three siblings.

The youth, who was arrested Monday, was charged with first-degree felony murder while armed, police said.

Unfortunately, the arrested youth will be in the care of DYRS and Fenty, and will thus be released very soon and will continue his life of crime until he too is killed. Read Colbert Kings articles in this paper for more info. One wonders, is maintaining a permanent underclass part of the financial strategy for DC?

It's surprising that a 15-year murdered a boy. The course for effective justice is to rehabilitate him while he's serving jail time in the length of years.
