No trash cans available

A griper has a simple question: How come there are no trash cans on the playgrounds behind Westland Middle School in Bethesda, where there are ball fields and tennis courts?

So far, there's no simple answer. Ginny Gong, executive director of the county department responsible for that area, said there are, in fact, trash cans on hand. What she was unsure about is why they aren't outside where they're needed.
