Heller Registers His Gun

Why must the DC residents looking to register a previously purchased hand gun be considered 'Illegal'
If, as a citizen of United States (DC, not included) has purchased a firearm legally (a revolver pistol), while a resident of Md, Va, or where ever; knowing that it would be illegal to bring a weapon into the city and therefore leaving it the at your 'Mamas house' at 'A friends locked Gun cabinet in MD' (Heller's situation), or an otherwise safe location outside the City.
Why is it then, If you haven't bought the gun into the District and the Asst' Police chief is stating that it will NOT be un-lawful for a DC resident to do so, why do they (all the news outlets) keep referring to registering illegally owned guns???
