Pannell: Looking for the Rain Vote

As it started to drizzle shortly before 11 a.m., Ward 8 activist and candidate for shadow senator Philip Pannell said the District needs to examine alternative ways of voting.

"This is why we need to be able to vote by mail, like the people in Oregon can," he told The Post's Hamil Harris. "It's raining now and less people are going to come to the polls. If we could vote by mail that would help."

Pannell is challenging shadow senator Paul Strauss (D) in the Democratic primary. Strauss, who has been widely endorsed and has outpaced Pannell in fund-raising, is hoping for a third, six-year term.
