Foundation Established in Memory of Drowned Evans Aide

A nonprofit organization has been established in the memory of an aide to D.C. Councilman Jack Evans.

The Deschaine Foundation for Excellence in Government is named for 30-year-old Desi Deschaine of Washington. Deschaine apparently drowned this week in Baltimore's Inner Harbor.

Craig Max IV is a friend of Deschaine's and founded the organization. The foundation will focus on research and public policy initiatives promoting best practices in government and public service.
