Graham Chief of Staff Arrested on Bribery Charges

The chief-of-staff to D.C. Council Member Jim Graham (D-Ward 1) was arrested Thursday morning by federal agents on bribery charges, according to a source familiar with the investigation.

Ted G. Loza, 44, was taken into custody at his home. He is due to appear in the District's federal court Thursday afternoon. Keep an eye on the D.C. Wire today for updates.

UPDATE 1:01 p.m.: Several FBI agents are searching Loza's office at the John.
A. Wilson building. About a half-dozen agents arrived about 15 minutes ago, said David Lipscomb, a spokesman for Council member Graham. The agents were carrying a "search kit" and were taking pictures.

In addition to searching Graham's office, the FBI also appears to be trying to retrieve various computer files. The agents are being accompanied by city computer technicians in trying to retrieve data from the council mainframe computer in the basement of the John A. Wilson Building, council sources said.

"All we know is, the FBI showed up and they had a warrant," Lipscomb said. "We are getting details and contacting Council member Graham."

Graham is out of the office.

The agents appear to be searching every corner of Loza's office. Before an agent shut the door, a Washington Post reporter saw an agent kneeling on the floor, rifling through a bottom drawer of file cabinet.

The FBI agents are referring all questions to the agency's public affairs unit. Even as the agents search Loza's office, the rest of Graham's staff is going about its normal business, answering calls from constituents and preparing for committee meetings.

UPDATE 1:11 p.m.: Jim Graham has just arrived and summoned his entire staff into a meeting in another office while the FBI continued its search. Graham is promising to make a public statement soon.

Stop!! Just stop!!! Everything that goes wrong in this city cannot be blamed on Marion Barry. Y'all really act like there is only one politician in DC that has skeletons.

Almost all of what went wrong in DC was caused by Marion Barry, no one can argue that.

What ever happened to Devyn Black, the young gang banger who decided to shoot a couple of peole who dissed him at the Columbia Heights Metro station?

He used to be a Graham intern. Did Graham get him out, and is he strolling up and down 14th street waving a gun around?

Can tell by the Posters on here by Race. If its a crime in DC Government it has to be Barry, however the biggest crooks on the DC Council are Graham and Catania. Matter of Fact show me one Politician who is not a crook and I'll show you a liar who has not been caught yet! People may call Barry the criminal, but some of this Council is from the Barry days and has dropped the BALL big time. I can't wait for updates and hope to see the FBI dragging Graham away kicking and screaming, followed by Gray, Catania, Mendleson, and Fenty! DC Politics has the same "Pay to Play" rules as Chi-Town does, they are just better at keeping things hidden! Now the Ethics Code may leave our Council empty!

Wow, and right after the ethics vote! Now How much did Graham really get? This is right at the top with him using fire cadets to serve as host for his parties.(illegal) All somebody had to do was say introduce this bill without him researching the merits of the issue? TIME TO GO! BYE BYE GRAHAM!!!!! Who's next?

I have known Graham, Loza and Barry for many years and despite their personal failings at times, they are human and kind. If each of you believe yourself to be infallible and without sin, then go right ahead and continue the tirades and besmirchment herein. But if you can take a step back, have compassion for others, and forgive mistakes, then I implore you to do that. All humans are capable of both greatness and failure. BTW when you are disparaging others do so under your real names instead of hiding behind pseudonyms.

Ted Loza sat on the Board of Fiesta DC and his wife worked for the organization, which received a $300,000 Council earmark. Mr. Graham is an honorary board member.

This is a good time to put some substance in the Council's new ethics code by banning all Council earmarks. It is a recent practice, and a corrosive one.
