D.C. council: Boycott Arizona, don't share arrest data with feds

The D.C. Council waded into the fight over illegal immigration today, as all 13 members sponsored a bill forbidding the police chief from sharing arrest data with federal immigration officials and also announced their unanimous support for a resolution calling on the city to stop doing business with Arizona.

Responding to Arizona's new immigration law, the resolution requests that the city government and the employee pension fund "divest' from all Arizona state and municipal bonds and ban city workers from traveling to that state on official business.

The resolution, which will be voted on at a later date, does not appear to prevent the city from doing business with Arizona-based companies, as some Hispanic activists had proposed.

""I can't think of a more horrific action than one taken by Arizona," said Council Chairman Vincent C. Gray, a Democratic candidate for mayor. "We are in 2010, not 1810 and we don't need to harken back to the days when racial discrimination was rampant. We need to do everything we can in the District of Columbia because this is the right thing to do."

It's unclear how much business the District does with the state of Arizona. But Council member Michael Brown (I-At large) said similar resolutions will be introduced or have already been introduced in Boston, San Francisco, New York, Philadelphia, Milwaukee and Chicago.

"The last time citizens were required to carry papers was in the slave era in the South," said Brown, referring to provisions in the bill that give police more latitude to stop and detain immigrants they suspect are in the country illegally.

In the District, the council is also setting up a potential showdown with Police Chief Cathy Lanier over whether the city will participate in the Secure Communities Initiative. Under that federal program, local police are supposed to share arrest data with the Immigration and Customs Enforcement Agency. Council members said Lanier had indicated she had planned to comply with the Secure Communities Initiative.

But all 13 members co-introduced bill that would "prohibit the District of Columbia to transmit arrest data to the United States Department of Homeland Security" or ICE. The city, however, would continue to notify federal immigration officials when a suspected illegal immigrant has been convicted of a crime.

Council member Phil Mendelson (D-At Large), a lead sponsor of the bill, said an undocumented immigrant should not be subject to deportation when they may ultimately be cleared of the crime they were picked up for. .

"It will create a firewall between our local police efforts and immigration efforts," said Council member Jim Graham (D-Ward 1). "This is a very, very clear message we care about human rights in the District of Columbia."

Mendelson's bill still has to work its way through the committee process, but he's Lanier instead decides to voluntarily opt out of the program before a final vote is taken.

"By having every (council member) on board, it sends a clear message," Mendelson said. "And if we have to have a hearing, we will have it. And then if we have to have a vote, we'll have that too."

Ummm... how about the crime of entry without a visa or overstaying a visa?? Yes, an undocumented immigrant should be deported when s/he is identified as such by law enforcement.

The DC City Council should spend their time protecting the citizens from killers who go and come as the please from DYRS. But,this is to hard to deal with until one of them becomes a victim. Full time pay for part-time work. Do some real work DC City Council.

Vincent Gray just lost my vote. I live in this madness daily. How can all 13 D.C. City Councilmembers support illegal immigration? I am fed up with all this liberal BS this left wing Democratic Council have subjected me to. I am leaving the Democratic party to become an Independent. Congress please take control of D.C., because the District has gone down hill.

As a former resident of Arizona, I can assure the city council that virtually no one in Arizona cares what the DC council does, nor do they care what politicians in Boston, San Francisco, New York, Philadelphia, Milwaukee and Chicago do. Arizona's economy is not dependent on other governments, except to a minimal extent for conventions.

In short, the move by DC government to effectively sever ties with Arizona will, at most, cause most Arizona residents to laugh, if they pay attention at all.

WOW! I hate to admit that sometimes even I am shocked by the stupidity and triviality of local DC politicians. Wonder why they'll never get treated like a State? Because they continually demonstrate an inability to behave like responsible representatives. Did these council members even bother to ask their consituents what their views were? I'd guess not, since most reasonable people believe that illegal immigrants should be subject to the laws of the sovereign.

Another typical headline-grabbing politicians' reaction from our city council. If they are so concerned about the immigration backlash, why were they not pushing Congress to pass immigration reform? Their move to boycott AZ is self-serving and appeases a small but vocal group of activists.

I am a President Obama supporter and i feel also like they will find a way to keep the illegals here. So i also will not visit any state that does not do business with Arizona. Colorado is also on this list.

Perhaps, the District should declare itself a "sanctuary city" to any and all illegals currently resideing in Arizona? Boy, won't the results of such a move be fun to watch. But it is typical of DC; a city that cannot protect its citizens condemning a state that is at least trying.

xfactor211, we don't have many Mexicans in D.C., but we have millions of illegal Salvadorans/Central Americans in D.C. and the entire Washington-Baltimore metro areas. Sometimes I become so depressed, because I feel like I'm alone seeing and being overwhelmed by this crisis. My Ward 4 former mostly middle class black neighborhood is now a El Salvadoran barrio. Once I read other black and white U.S. citizens comments on this issue, I realize, I am not alone.

If you believe that people don't have the right to enter this country in hope a better life and more opportunities, fine, move to Kansas or North Dakota. But to force immigrants (i.e. non-whites) to carry "freedom" papers is directly opposed to the ideals and tenets of freedom, democracy, and equality that this country is allegedly suppose to represent.

I think what DC is overlooking is A) Illegal Immigration is "ILLEGAL" - and even though AZ's bill isn't perfect it's not all bad either; and B) If you boycott business in AZ don't you think that hurts the illegal immigrants in AZ?

The Arizona law isn't racist or hate-driven, it is nothing more and nothing less than a state enforcing an existing federal statute. That DC is now going out of its way NOT to cooperate with federal law is yet one more reason it doesn't deserve statehood, and one more reason I left DC. Pathetic.

I believe the supreme law -which all nations are suppose to adhere to - adapted by the UN General Assembly and known as the Universal Declaration of Human Rights states in Article 13, "
"(1)Everyone has the right to freedom of movement and residence within the borders of each state.
(2) Everyone has the right to leave any country, including his own, and to return to his country."

I'm a resident of Arizona but was born and raised in DC area so when I see something like this it just infuriates me. If our Federal Government would do something versus sitting on there hands, my adopted State would not have had to react as we have. How dare you folks in DC make such a decision without knowledge of the facts of what it's like out here. Our deserts have been virtually destroyed by the illegal entrance and passage of folks who leave 25lbs on average of trash on our land. The working wage in my City is that of what it was 25 years ago and our crime rate is one of the worst in this nation. Illegals are driving cars all over our street that are not insured and many still have Mexican tags. Our social services our broke from the and our school system and hospital are broke as well. How dare you the City Council of DC react this way without walking in our shoes. Maybe it's time some of us out here that feel unprotected and not represented to quit paying our Federal Taxes and for certain, I'll make sure I won't be visiting DC anytime soon either.

It is time for congress to take back control of DC. This council has demonstrated that it is incapable of rational, just and American procedures. It is chocked full of criminals, miscreants and hateful people.
This is proof that this federal enclave must reflect the wishes of the majority of the citizens of the United States and not a bunch of socialist animals who could do nothing in this life besides embezzling monies they were entrusted with and floundering it on their fellow criminals. Now that the DC City Council has entered a chess game without a vote on Capitol Hill, don't be surprised if the Congressional members from the state of Arizona refuse to support the DC budget for FY 2011 or attach a repeal of the gun law, etc, for entering a game that will result in checkmate for the District of Columbia.

Salvadorans and Mexicans have racist views of black U.S. citizens before they came here. Blacks or Afro Latinos could not live in El Salvador for years, because it was against Salvadoran law. Salvadorans, Mexicans, etc. came here willing across our porous borders. For the record, during Jim Crowism in the United States, Mexican Americans were considered white by the federal government. According to the U.S. Census, the majority of Hispanics identify their race as being white fool. There's no such thing as a brown race of people. I am black, but my skin color is brown as most blacks in America. The last time I knew, white is a color too. You are a racist ignorant open borders idiot!

As a former (over ten years) resident of DC, I have to laugh at the Council competing with San Francisco for the most clueless city in the country.

If we need more low-education, low-skilled workers than the domestic labor supply can provide, by all means allow for more LEGAL immigration.

In the meantime, the Democratic party is hellbent on giving over ten million illegal immigrants legal status so they can directly compete with all the native-born whites, blacks, and latinos that have been hurt in this recession. Even if the Council doesn't realize that this is the effect of their preferred policy, most of their constituents know it first hand.

Face it DC - the Dems don't really care about you, they just care about their crackpot ideas of "fairness."

I find it hard to understand how some of you tea baggers have so many problems with "big government" but see nothing inherently wrong with a law requiring everyone to carry immigration documents.

You all fight tooth and nail against gun control measures to document firearms sales yet you can't see the harm in subjecting your fellow countrymen to the same draconian government intervention on your civil liberties.

I have no problems with finding or otherwise deterring illegal immigrants but this law is clearly the wrong way to go about the problem. Under the Arizona law, anyone that may be an illegal immigrant (essential any Hispanic person since I doubt they'll be pulling over too many Mormons) may be required to submit their immigration documents for review.

Realize that there are a hell of a lot of legal Hispanics that live in Arizona, and if I was Hispanic and lived in Arizona, I sure as hell would not want to be pulled over every time I went to work because I fit the profile of an illegal immigrant.

Fix the borders, clamp down on employers of illegal labor, but don't try to sell me on immigrant (racial) profiling. This is political pandering to the lowest common denominator and that dog won't hunt...

DC is already screwed up with its sanctuary programs. I was born and raised here. Recently, I lost my job and everywhere I look there is an illegal alien working. The DC council should look at its own cesspool. My own neighborhood that I was born in is an El Salvadorian wasteland. DC council, this is your biggest screw-up ever. Unforgivable.

El Salvador is the only Central American country that has no visible African population because of its lack of an Atlantic coastline and subsequent access to the slave trade as occurred along the east coast of the continent. In addition, General Maximiliano Hernandez Martinez instituted race laws in 1930 that actually prohibited blacks from entering the country at all and it was not until the 1980s that this law was removed.[33][34]

I can't believe that there are so many people opposed to the AZ law. As a law enforcement officer, I wish that everyone I had to contact would have some legal and valid ID on them. I know this is never the case, and many times I have had to rely on NCIC and the state computer systems, for verification. If you are not in the system (never had a license or ID), it is very difficult to determine who you actually are. I know many state universities, federal and state employers, and if I am not mistaken, some Indian Reservations, mandate carrying an ID showing you are legally allowed to be where you are. Would it be such a "Big Imposition" to require people to do the same. For anyone that has travelled to another country, one of the first things the state dept. tells you when getting a passport, is to keep it with you at all times. In an emergency, you won't get into the embassy without it.
Since the current problem is illegal immigrants coming from Latin American countries, and AZ is one of the hot spots for the illegal crossings and short term residence, I think this law is great. Is it So Freakin difficult to carry an ID that says you are who you say you are and are legally in the US. The whole "traffic stop" or Field Interview would take all of 5 minutes. "Here's my ID,.... thank you officer have a nice day."
As for the person who referenced Italians, Germans, Irish, and other immigrants, if you read your history, Most of us came in legally through Ellis Island. I say "Us", because my ancestors did.

Sorry, Ward4DC, but it appears you have problems effectively processing information in the written form. In addition, you appear to be grossly misinformed on issues of race and ethnicity. I'm sure you don't even know the difference. I'm not mad at you, though, you're simply a product of you environment.

You are correct, some Mexicans and Salvadorians do have racist views of Black Americans. So do some Europeans, some Asians, even certain Africans have a negative view of us. But, Latinos are a diverse group, or more appropriately, a diverse culture. The term Latino is not racial term (like African American). Like Americans, Latinos are composed of whites, blacks, and browns. Contrary to what you may believe, brown- like white and black- is considered by many people, outside of your little bubble, to be considered a "race". You've apparently never encountered Puerto Ricans, Dominicans, Panamanians, Brazilians (who are considered Latino and not Hispanic), etc. A large portion of people from those countries (along with other nations like Vietnam, Laos, Iraq, Yemen) would consider themselves brown.

Maybe your right, though, maybe I am a racist. I just want all human beings to have the same rights, enjoy the same freedoms, and have the same opportunities. I hope my job doesn't find out about how racist I am.

It says anyone picked up for another law violation will be asked immigration status. People are not, and will not be picked up off the streets!

It appears from the comments here that if you are against the AZ law then you are pro illegal immigration. Not so. I do not favor illegal immigration and those here illegally should be removed from the country. Period. But I do not support the AZ law. As an American (born in the US), I am against a law that permits police to ask for proof of citizenship or legal presence for nearly any possible infraction of civil code if the police think you are not here legally. An example, you hear a knock on your door and a law officer shows you his badge. "Your dog is disturbing the peace - show me your citizenship papers." Really? Is that what we have become? My relatives fought in the Revolutionary War and I doubt they fought for that.

I have an idea. Why don't we encourage all those who oppose the new law in Arizona to join a bus ride to that state and to march and protest agasint the discrimination.

As a special treat, we can then have all the buses travel over into Mexico, for demonstrations on how Mexicans treat their illegal immigrants (Hint: it isn't pretty).

Then they can all get out of the bus, and try to get a job in Mexico if they have no papers. Meanwhile, the buses all leave and come home empty.

We get rid of the whiners. Mexico gets some illegal US citizens to provide for. And Arizona gets a lesson that will keep them rolling on the floor while laughing for days to come.

I'd donate to this cause!

My understanding it is already illegal to be in this country under federal law without possessing a legitimate visa or green card and have on them at all times while here in the US. It is the responsibility of the holder to present on request by law enforcement or immigration officials said papers. So I guess this kind of blows the theory of "show me you papers" theory out the door. The only ones who fear this law are those here illegally and do not want their "rights" [which they have none because they are here in violation of our immigration law] violated in order to stay here and leech off the legitimate taxpaying public. They did not come here without some means of accounting for them and if they arrived with certain diseases, were turned back and the shipping company had to bear the expense of their return trip. They did not swim, walk or auto into the US as these so-called "undocumented people" do. As others posting here I will not be spending a dime in DC in the future.

Hot damn! The new law that states we don't have to carry identification papers around with us is really neat. Now, I don't have to worry about carrying a driver's license, registration or car insurance information around with me in DC.

And if I'm asked for ID before buying a drink because I look to young, I can claim the man is a racist asking for my citizenship papers, and depend on a mob to form to help re-inforce my rights!

The biggest problem with D.C. is it's corrupt government/police force etc., I'm sick of all this anti immigration B S I myself have no issue with legal immigrants but I sure as hell wish the gov't whether local, state or Federal would do their damn jobs and get rid of these illegals. This crazy idea of profiling is so stupid geez how many times have you seen or been pulled over and asked for I D? oh yes they do Ma'am or sir may I see your drivers licencse and registration please...I am often thought to be of hispanic heritage which i'm not but if I were to be stopped and asked for identification I would have no problem because I have done nothing wrong nor am I here illegally. I wish people would quit being some damned soft and so politically correct and uphold the laws as they are written. Finally anyone else who's broken a law any law is hunted and pursued as they also tried to hide from being prosecuted, illegal immigrants are no different, sure the race card comes into issue and the hispanic community say they're being singled out, well that's because almost assuredly 90% of the illegal immigrants are of hispanic backround just ride by your local home depot/7-11 or wherever they are hanging out in your neighborhood.

I'm disappointed. Why are we supporting ILLEGAL immigration? Why are we trying to convince Arizona to do something? In Arizona, there citizens have been murdered and they have the right to respond. I'm not saying this is the correct response, but states do have the right to protect its citizens...something DC has forgotten. Here we are in 2010 with multiple DYRS (juvie's with massive history) murdering our residents and we are passing legislation dealing with AZ?!!!?!?!! RIDICULOUS!! How many people must die before we have "Emergency" legislation dealing with these violent youth that are terrorizing the city? Let's deal with something relevant!!

I said my vote was Gray's to lose and this is the sure way to do it!! Okay, I understand his comment with AZ, but ordering the police not to turn over immigration data to the feds is downright stupid and should not be supported. With the gang problems in DC, MD, and VA, why would we allow these criminals who have been ARRESTED to avoid deportation hearings? I'm so angry with the Council's latter decision...down right stupid.

The violent crime rate in DC is two-and-a-half times that of NYC.

The schools are a disaster.

It's good to learn that the city council is more concerned about the welfare of undocumented immigrants in Arizona than it is of DC residents.

Congratulations to the courageous DC City Council members for standing up against racism and bigotry, so much of which is contained in many of the other comments on this site. If only the White House had as much guts at the DC Council members.

And, as a friendly word to all the immigrant haters out there who want to keep Arizona and America lily-white, you were born in the wrong century and are living in the wrong country. As someone else put it very well on this site, this is 2010, not 1810 or even 1910.

We are also living in America, not South Africa or Nazi Germany. If you want to make every brown skinned person you run into show his papers, there are lots of other counties you can move to, amigos. Why don't you give North Korea or Iran a try?

To refresh CM Brown's memory, the "last time a citizen was required to carry papers" was when he drove a car or entered a government building - like the Wilson Building where the Council meets.
Legal resident aliens are required to carry proof of their status, i.e. their green card.
An alien who has entered the US illegally or overstayed a legal visa is in violation of the law, is subject to criminal action, and deportation.
What part of this do these elected officials not understand? Don't they take an oath to uphold the law?

This is ridiculous. Immigration laws are necessary for security and to preserve a well-functioning society. Our federal government is enforcing these laws for the good of every American citizen and legal resident. There may be legitimate constitutional objections to Arizona's law, but blocking cooperation with the federal government in an attempt to prevent it from carrying out national immigration policy is over the line. The Secure Communities Initiative is important for public safety across. Why keep people in our jails who have committed crimes (apart from their illegal entry into the US) when we can send them to back to their country of origin. We have a budget shortfall this year. Not paying for prisoners who are here illegally looks like cost savings to me. What the DC council has just said is that it does not recognize the validity of these laws and so it will not help enforce them, sticking us (DC tax payers) with the bill of jailing convicted criminals who were already unlawfully present in the US.

Amazing that the D.C. City Council has so much time on their hands that they can take time out to lecture to the citizens of Arizona. Your own citizens are gunned down in their yards and on their porches yet the collective lot of you feel entitled to look down your morally superior noses at the the duly elected leaders in another State attempting to protect their citizens. This is another government group that needs to be replaced en masse. Take care of the problems here before you start your political lectures to the other side of the country!
On the other hand it is a great diversion for the people to think you are actually accomplishing something.

Kind of funny that on the same day, the Post has a headline about the Montgomery County Council voting to build a "Science City," hoping to spur investment in high tech. Clearly they have their priorities all wrong; they should be worrying about sending strong signals to a state a continent away, rather than serving their constituents.

But this isn't a racist issue. I can't believe I'm saying these things, but live here and you'll change your mind! I'm dead serious. Men are very little beyond their experiences. You have to live here to see it and believe it and believe me, you'll change your mind when you see the lack of work ethic, the crime, and early pregnancy without support and how ubiquitious it is. To those who believe boycotts have no effect, look up how "laughing" Arizona had that smile wiped off its face and was forced to recognize MLK's birthday when they were in danger of losing the Superbowl over their hate-filled racist antics. Most illegals come here to WORK and make a better life for their families. Think back - the big crash occurred right after the first wave of immigrant bashing. Who do you think was buying all those houses that are now empty?

People trashing the AZ law are jumping to stupid conclusions; the idea that any city/county/state government is boycotting another is almost treasonous.

"The last time citizens were required to carry papers was in the slave era in the South" ......pardon - they're not "papers" - they're called either U.S. driver's licenses, permanent resident (green)cards, visas, passports. Ridiculous and ignorant - LEGAL permanent residents, and visa holders are ALREADY required, by FEDERAL LAW, to produce I.D. 'documents' when requested by the authorities.

If you are a citizen, then a legitimate photo I.D. (driver's license, city clerk issued photo i.d. for non-drivers) can be produced, showing that you've ALREADY produced your "papers" when you got those documents......sheesh.

Any body who has watched the TV show "COPS" knows what kind of people they deal with everyday. This gives them another tool to work with. It has always been against the law to be here without proper documments. These people are breaking the law just like these other lowlifes that you see on this show. It may not be drugs or theft but it is still a law. The worst thing about this along with all the out of work actors condeming it is that when they are out of answers the race card is pulled out. I have nothing against brown, black, yellow, white, or even green as long as they respect the laws. I saw on the news a woman saying I belong here and no one can say I don't because I'm mexican. See how things get twisted! If your here legaly I agree with you. But if you are here because you want to bypass a law we made in order for you to be here legaly than you are dead wrong! In that case you don't belong here. And there are millions who will say the same thing.

Well I guess this is a prime example as to why congress won't let DC run itself. Say goodbye forever regarding statehood and Taxation without representation. Its like giving thirteen child like 6 year old children liscenses to drive a car. The 13 Stooges seem to think they need to suck up to Illegals, and have the nerve to compare Illegals who come here on there own free will to blacks who were forced to come here as slaves and later to live under Jim Crow. How dare they make that comparison which slights the blacks who actually lived through this turmoil. How many of these Illegal or Legal immigrants marched with Dr King for the cause of Black people, how many got there heads cracked and risked their lives? Very few to none helped pave the way yet they want now capture all the benefits. I say lets recall all the 13 council members from office and let them get real jobs managing a Kmart.

These 13 council members need counseling.
The council member have dissed DC residents big time by inviting Illegals to come to DC and settle down. DC uneplyment is already high and will be even higher when more Illegals come in take more of the jobs that Americans dont want just like I watched today of a big road construction project in SW DC. All the road workers in the Orange vests were hispanic...yep Americans no longer want to do construction work either...just give the work to the Illegals at half the cost where the only ones who benefit are the owners of the company, because don't think for a minute that they pass the saving on to the customer. Thanks to the 13 idiot council members it will be even more difficult to find a Job in DC.

I'll bite. No. According to the current new AZ law, someone has to already have committed an offense to be stopped. I doubt the authorities have the time or the desire to stop everyone they "suspect" to be here illegally, just because they "could" be. If illegals choose to draw attention to themselves by doing something else stupid, so be it. Guess they'd better leave AZ, just like that family of a dozen (unemployed parents illegal, in country for 15 years, can't speak or understand English, have 10 "U.S. citizen" kids) who are looking for a fresh start in Colorado. If many Americans and legal residents can't find that mythical "American Dream", what makes everyone who comes here illegally think they can (or deserve) to find it???
