Fenty to order hiring, spending freeze

Mayor Adrian M. Fenty (D) will issue a freeze on hiring and promotions in city government Monday and restrict discretionary spending within the agencies, his staff said.

Fenty's efforts come as the administration and D.C. Council prepare to tackle an estimated $175 million budget shortfall in the budget for fiscal 2011, which began Friday.

Last week, D.C. Council Chairman Vincent C. Gray (D) suggested the hiring and spending freeze as a way of starting expected deliberations over how to close the shortfall. Earlier today, Gray said he and administration officials have been discussing the details of the mayor's order for several days.

"This will be an initial effort to put the brakes on spending," Gray said.

According to administration officials, Fenty's order will probably prevent agencies from spending any money on non-essential items or travel. It could also halt employee pay raises.

Chief Financial Officer Natwar M. Gandhi said the sluggish national economy and overspending has led to the latest shortfall.

Fenty is not hiring anyone anyway. Not as a Lame Duck Mayor. Gray knew he couldn't hire anyone no time soon...in no near, nor far future ....even while he was campaining. He knew There were no jobs coming until Obama's economy trickled.

Why does Fenty have to announce a Freeze for Gray's incoming Administration? I'll look out for investigations quietly dropped somewhere.

@dbrighthaupt...Unfortunately, this comes too late to prevent former employees of Sinclair Skinner from landing jobs with the DC government. Example: Tim White, an engineer who is now working at the DC Department of Transportation, who came on board after the primary.

Also can we get some info on Gabe Kelin's wifey. Yeah she's over there at DHCD "revamping the HPAP" program. Oh and you know the Fire Truck Man who likes to increase Fee's earned on invalid contracts to Skinner and OMG Karim is the 2nd in charge @ DHCD . His gov't name is David Jannarone.

why are folks insisting on placing blame and undue expectation on Gray for Fenty's foul ups? Fenty has had budget issues in each year as mayor. Some folks just tend to ignore any realities related to Fenty.

So far Fenty's approach is a freeze spending. that's a lazy management. Get down to the nuts and bolts of the budget and cut/reduce some programs! i'm fine with cutting travel, but travel is not $175 Million. $175 million out of over 5 billion is not that much. dig a little and you can find a lot.

lastly, i bet Rhee and DCPS won't stop hiring and DCPS has been $20 million or more over budget in each of the 3 years as well.

I heard the same thing about Gabe Klein’s wife; she's at DHCD doing absolutely nothing. Leila Edmonds has done a disservice to agency and DC's affordable housing market. Remember, she fired Grayce Wiggins, the best advocate DHCD had on staff. Folks from every Ward in the city protested Ms. Wiggins’ wrongful termination.

Also, Fenty plans on replacing all government vehicles with Gabe Klein’s Zip Cars. That's right; Gabe Klien is the co-owner of Zip Cars.

He did win the GOP nomination, as a write-in and the GOP said they's back him, in the November Election.

What! No Fenty or Lanier? No press conference? No PR propaganda from the Mayor, spouting “we're tough on crime, and if you do the crime you are going to do the time."

Dagnamit, I forgot, these are Georgetown professionals and their criminal acts are considered indiscretion. Damn those police, they should have known better to interrupt those prominent Georgetownians’ good A$$, homegrown HIGH!

If you think this was a wise move, then you have Chairman Vince Gray to thank. If you READ any story on this decision, you will find that it was he that immediately requested the mayor enact this hiring and spending freeze.

If you like this, you just wait.

Unless, of course, Fenty is your Jesus. Then, you are just short.

@thelildiva4u: I understand that the city administrator Neil Albert has been planting Fenty appointees all over the District. The intent is to hire them as mayoral appointees post-primary(excepted service) to shield them from having to compete for jobs like the general public, then place them in various agencies forcing the agency to "find" something for them to do. Then, when a normally competitive position (career service) is identified, transferring those appointees into those positions.

Unfortunately for those appointees, where this practice has been utilized, those people who are in competitive positions who were hired through excepted service appointments will be without a job come January. HR rules are very clear where it comes to career service positions. They MUST be made available to the general public, they MUST be competitive where 2 or more are competing for the position. If the appointees qualify for the jobs they sit in, then they will be terminated but allowed to compete for them, but, considering we now have a hiring freeze, they will just be without a job until that freeze is lifted.

Maneuvering around the law has been the modus operandi of this administration. Fortunately, Gray is the council chair and privy to all government info.

@illegalalien..no I'm saying Gabe's wife, who is not Leila Finucane Edmonds, works at DHCD. She wasn't doing much at first but has been tasked to "revamp" Home Purchase Assistance Program (HPAP).

@concernaboutdc...I hear you, but I've seen these Jokers work around the system.

For instance they will advertise a job for maybe a week. The job description is written in a manner where only the current employee or potential employee posses the knowledge, skills and abilities.
