Charter performance reports available

The D.C. Public Charter School Board (PCSB) has released its 2009 School Performance Reports. They include data on DC-CAS results, graduation and college acceptances, and a board review of each school's academic, financial and governance performance.

You can download the report from the board site.

A limited number of printed copies are available by calling the PCSB at 202-328-2660.

A review of the data provided is not impressive. There are rates of 70 percent of failures and there is no summation of the results for all of the public charter schools.

This is about as useful as giving all of the results of individual public schools in DC and not giving a summation of the results of all of the public schools.

In the data given. one wonders when the number of students who have taken the test are in cases 14 students.

if proficiency is defined by performing on grade level or better, I do not see how anyone is not alarmed by these results.

How long do charter schools get to pass or fail. It was one school with 14-15 or so kids, and the proficiency was around 15-19 percent. that's 3 kids!!! it seems the reading average is in the 40-percent range. math may be a little higher, but not much. i did tend to see a view math's in the 80-percent range.

Lastly, how many art curriculums does DC need?

Please study the "Program Development Review"(s). They are extremely compressed, and the ones for schools serving grades 6-12 are more prescriptive than I would like. The good news is that there are likely more detailed reports, the schools are getting regular education audits, and that this follows what the PCSB has said will be a serious component of their monitoring.
The bad news is that nothing of the sort has yet been published for DCPS schools. A large question is whether the auditors are making any attempt to discover whether the program performance is improving at every one of the schools. That is what OFSTED auditors do for British schools.

Notice from the PCSB summaries that the auditors are writing about and giving assessments of the programs, not attributing what they find to weakness in individual teachers. That is how it should be.Maybe I am failing to see that the performance is always being compared to what the school claims and aims to be doing in the classroom. What would be the harm in letting the public see greater detail, and the response of school administration to the education audits?

At the end of this school year, it should be possible for DCPS to construct summary evaluations of teaching at every one of its schools.. Whatever the unreliability in sampling half-hour fragments of a teacher's classroom performance, the sum of those scores and sub-scores averaged over every teacher in the school can say something with much more reliability, and something very important about the teaching, if not the teachers.* The Chancellor has never reported that programs themselves, not just teachers, have been subject to audit and report.


*(Slaves and those in gulags can also have their work evaluated. The averages for those in each camp only says something about work at the camp, not about the workers if they had been "free of institutional constraints" on their work.)
