Scott Kubly, DDOT streetcar maven, exploring D.C. Council run
Another interesting development in the upcoming race for the at-large D.C. Council seat being vacated by Chairman-elect Kwame Brown: A member of Mayor Adrian Fenty's administration is quietly exploring a run for the seat, meeting with potential supporters and gauging his standing in a race that could attract a half-dozen or more candidates.
Scott Kubly has been a top deputy to transportation director Gabe Klein, serving as his point man on some of the department's highest-profile projects, including the streetcar program, the D.C. Circulator and Capital Bikeshare. Kubly, a Ward 4 resident, previously worked for former City Administrator Dan Tangherlini, both at Metro and in the D.C. government.
Kubly is hoping to rally support among the vocal supporters of Fenty and Klein's transportation and other policies -- including the same crowd that rallied to save streetcar funding after D.C. Council Chairman Vincent C. Gray briefly moved to strip $50 million from the effort during budget negotiations in May. He'll be competing for the votes of die-hard Fenty supporters -- votes that other potential candidates, such as Patrick Mara, Clark Ray and Sekou Biddle might be counting on.
Kubly, who has been asked by Mayor-elect Gray to remain at DDOT on an interim basis, declined comment.
The election is set for April 26. Tomorrow, candidates can pick up ballot petitions, and between Dec. 24 and Feb. 16, a candidate must collect 3,000 signatures from registered voters to get on the ballot. Meanwhile, on Jan. 6, the D.C. Democratic State Committee will vote to appoint a temporary placeholder for the seat.
