Metro's All-Old Problem
Ted Lutz's prediction has come true. Lutz and I were standing on the platform of the Crystal City Metro station on July 4, 1977. We were watching hundreds of people taking a free ride on the brand new Metro Blue Line. Lutz, then the Metro general manager, turned to me and said, "This is terrific, but you know what the problem is?"
"No," said I.
"It's an all-new system," he said. "That means it will be an all-old system some day."
That day has arrived. Our Readers Who Comment, obviously Metro riders, are not happy. They've just been hit with a fare increase and a new report confirms their views that service is getting worse. Lena Sun, who has covered Metro's travails with great distinction, says that not once in the past 17 months has the transit agency met its goal of having 95 percent of all trains run on schedule.
At the same time, ridership is growing and the complex political structure (D.C., Maryland, Virginia and the feds), that governs or supports Metro continues to struggle without a reliable dedicated revenue source, other than fares, which do not cover the cost of operations and maintenance here or in any other public transit system.
We'll start with keirreva, who posted the first comment on this story today and wrote, "I wonder how much of the "strapped" budget they wasted to produce this report that says what everyone already knows?"
dd2woodruff said that "Metro has gotten worst and it was a big mistake for us to have to pay for their mistakes. Their mismanagement put them in a hole and now the customers are having to pay. The buses are late, the trains are late, you call nothing is done. No customer service what so ever."
MacDad suggested Metro "Force all Metro employees and board members to ride the system and you'd see a HUGE improvement fast!" In fact, Metro General Manager John B. Catoe Jr. does ride the bus and subway to work and requires managers to do so. Board members, of course, make their own decisions.
bobby12320007 recites a frequently heard view of Metro regulars in writing, "There are alot of metro employees standing around at alot of stations. Maybe, they should start making them do something! TOO much dead weight!"
nda_japan asked, "...Ever heard of a planned maintenance system? Where you fix, change, or check BEFORE it breaks down?..."
observer29 said that "Metro always seems to have plenty of excuses: old equipment, too many leaves on the tracks, too little time to make repairs, nada, nada, nada. Yet we are constantly told this is the greatest Metro system in the world. Don't know which world Metro Board lives in.."
pgiaquinto reported that "...Glenmont Station parking garage and bus stops are getting all new concrete. The weeks leading up to christmas saw work flying along. Week before christmas the entrance to the garage off of Georgia avenue was closed so that the concrete could be replaced. They tore it up and have not been seen since... Why?..."
LibertySpinner complained that "Metrorail cannot even keep it's elevators running so that Mom's with strollers and handicapped passengers can get to the trains."
PepperDr wrote, "Interesting how this report came out AFTER the largest fare increase in history. Coincidence? I think not."
We'll close with elroy1, who said, "Don't worry though--the rate hike will fix everything!"

Today's (1/16) was the worst in quite a while. It seems that just about the same time that they instituted the biggest fare increase in Metro's history, Metro's decision-makers decided that train frequencies of 1 train every 4 to 8 minutes on Metro's most-used line at the height of the morning rush was a good idea. The result: the trains are packed well before they get to Cleveland Park. Every weekday. Today, a train was off-loaded at Dupont Circle (for being too full) amid the usual platitudes about us being able to take one of the trains "di-rectly behind". BS. Six trains went by before I could even get on one, and I wasn't the last one. The announcements prattled on with their usual fluff about "regret[ing]" the delay and the "situation" having been "resolved" and that a train would be "servicing" the station soon. We got "serviced" all right. Naturally, when I finally reached my destination (over an hour after starting), I was charged the full rush hour fare, despite that the "rush hour" was long over by then.
But why worry about basic reliability when you can puff about the new design of cars, or change the colors of the platform-edge lights, or bicker about seat cushions?
If Metro's decision makers really all rode Metro, we'd have much better decisions being made.

I was a consistent Metro rider from 1991 to 1998, then restarted in 2007 when I got a new job. Man, how quality dropped between 1998 and 2007. I remember in "the old days" the cars were never filled like a Tokyo subway car, trains arrived frequently, and there were so few "delays" that they were actually noteworthy. When I got a new job downtown I decided to ditch the drive and start with Metro again. I was really looking forward to some "down time" reading books and magazines, beating the traffic, and generally enjoying my ride. My experience was consistently the opposite. Trains came infrequently (during rush hour!), were packed with people (even during non-tourist season like February), and it seemed that Metro couldn't make it three days in a row without a major delay. I finally gave up after six months. Contrary to what Metro officials may believe, many of us do have time commitments and like to be considered punctual. My commute from Braddock Road to Farragut West via Metro was generally 40 minutes. My drive: 15 minutes. Cost: about the same. Go figure.

I thought Metro's report would take the same angle as their wonderful public service announcements that you here in the stations.
I thought they would blame the report's results on the ridership eating or drinking on the subway, not staying to the right of the escalator or not holding our child's hand on the subway.
All these are "valid" reasons for the delay.
