I-395 North jammed at 14th St Bridge

CHANGES START THIS MORNING:
* New Traffic Pattern on New York and Florida avenues
* 14th Street Bridge Construction [Click "Phase 2"]
9 A.M. UPDATE:
-- I-395 North remains crowded at the 14th Street Bridge.
-- There's also a disabled vehicle on I-395 South just after Washington Boulevard, and it's blocking the left lane.
8:40 A.M. UPDATE:
-- There's police activity on the U.S. 50 East service road just before Bladensburg, the Post's Michael Bolden reports. Expect potential delays if you're in the area.
8:35 A.M. UPDATE:
-- The shoulders of I-495/Outer Loop have reopened past River Road.
-- Traffic is still badly backed up on I-395 North at the 14th Street Bridge.
-- There are still backups on I-66 East at the Beltway, but it's improved from earlier this morning.
8:25 A.M. UPDATE:
-- North Kings Highway has been closed in both directions before Telegraph Road due to the development of a sinkhole, according to Fairfax County.
8:05 A.M. UPDATE:
-- The earlier accident is still blocking the shoulders of I-495/Outer Loop before River Road.
-- I-495 North is still very slow heading towards I-66.
-- I-395 North remains sluggish -- it's backed up at the 14th Street Bridge, King Street and Duke Street.
-- And I-66 East remains very crowded at the Beltway.
7:45 A.M. UPDATE:
-- The debris on I-95/Outer Loop has been cleared.
-- An accident on I-495/Inner Loop before River Road is blocking both shoulders.
7:25 A.M. UPDATE:
-- There's debris on the road on I-95/Outer Loop between Forestville and Suitland roads.
-- I-395 North remains sluggish and plodding.
-- I-495 North is also very slow heading towards I-66.
-- And, returning the favor, I-66 East is still very slow heading towards I-66.
7:05 A.M. UPDATE:
-- I-395 North is jammed up at the 14th Street Bridge, Glebe Road, King Street and Seminary Road. So if you're taking that road at any point, expect to hit delays.
-- I-495 North is slow heading towards Gallows Road.
-- I-66 East still has bad backups heading towards the Beltway.
6:40 A.M. UPDATE:
-- There are delays on I-395 North at multiple spots this morning. Things are slow at the 14th Street Bridge and leading up to Duke Street.
-- I-66 East is also badly backed up at the Beltway.
6:15 A.M. UPDATE:
Police are trying to identify a pedestrian who was struck by an SUV in Silver Spring on Sunday night. More information here.

The roads look quiet so far this morning. But there are still potential delays awaiting commuters, including:
-- The new traffic pattern on New York and Florida avenues in Northeast. Here's a roundup of what that will mean for you.
