What time is the chat?

From Dr. Gridlock: Our original posting didn't include the chat time, which is noon Wednesday, or the link, but I've updated the posting. At this hour, clicking on the link shows the previous chat in this DPW series, but I believe that will be updated by noon.

(DC splits responsibilities for parking. Generally, it's the District Department of Transportation that sets the rules and fees and the Department of Public Works people who enforce the rules and write the parking tickets.)
