I-66 East jammed at Beltway

Good morning, commuters! Here's a roundup of the traffic headaches this morning.
8:30 A.M. UPDATE:
-- A disabled vehicle is blocking one I-270 Southbound local lane to the south of Falls Road.
-- I-66 East is jammed up at the Beltway.
-- Roadwork is still blocking one southbound lane and one of the shoulders of Silver Hill Road at Pennsylvania Avenue in District Heights.
8:05 A.M. UPDATE:
-- The I-270 South lanes have reopened.
-- There is an accident on the Inner Loop at Old Georgetown Road.
-- A disabled vehicle on the I-395 reversible lane at Seminary Road could slow traffic.
-- I-395 North is still very crowded at the 14th Street Bridge.
7:35 A.M. UPDATE:
-- An accident on I-270 South at Old Georgetown Road is blocking one southbound lane and one of the shoulders.
-- I-395 North is very backed up at the 14th Street Bridge.
7:10 A.M. UPDATE:
-- M Street appears to have reopened at Wisconsin Avenue, and traffic is moving smoothly, according to the traffic cameras.
-- Roadwork is still blocking one southbound lane and one of the shoulders of Silver Hill Road at Pennsylvania Avenue in District Heights.
-- I-66 East is now badly backed up at Nutley Street.
6:40 A.M. UPDATE:
-- I-66 East is still pretty backed up at Chain Bridge Road.
-- I-395 North is also congested at Duke Street.
6:20 A.M. UPDATE:
-- M Street is still blocked in Georgetown, but it's expected to reopen soon.
-- Emergency roadwork is still blocking one southbound lane and one of the shoulders of Silver Hill Road at Pennsylvania Avenue in District Heights.
-- I-66 East is jammed up at Chain Bridge Road.
6 A.M. UPDATE:
-- M Street is closed in both directions from Wisconsin Avenue to Thomas Jefferson Street in Georgetown due to police activity from the early morning shooting.
-- The Inner Loop right merge lane has reopened.
ORIGINAL POST:
-- Debris in the roadway is blocking the Inner Loop right merge lane on I-495 at University Boulevard.
-- Emergency roadwork is blocking one southbound lane and one of the shoulders of Silver Hill Road at Pennsylvania Avenue in District Heights.
-- Roadwork is blocking an I-95 Northbound lane at Powder Mill Road.
-- M Street is blocked between 31st Street and Wisconsin Avenue in Georgetown after the early morning shooting, the Post's Mike McPhate reports.

Metro insists that there have been no service reductions. The trains that you are missing at 8:30am may be invisible or they may be redirected to 2am service, but they still exist.

Like clockwork, trains at Ballston are showing 6-8 minute gaps starting around 8:30am, whereas before they are every 2-4 minutes. Why am we going to be charged an extra 20 cents for the "privilege" of riding between 7:30am and 9:00am when the trains are running less frequently at 8:30?
