Update 5:30pm: Second Street is open.
Original post: As of 5:10pm, parts of Independence Ave and 2nd St near the Library of Congress are closed in both directions due to police activity: the 100 block of Independence Ave SE and 2nd Street from Independence Ave to C Street SE, according to District officials.
