Backups on 395 cleared

Much of 395 is crawling in both directions at about ten miles an hour, in part due to a police presence, with backups especially approaching the Third Street tunnel and at the 295 split.
There are also serious delays on the G.W. Parkway approaching the Beltway.
And I-66 West is jammed from the Beltway to Chain Bridge Road.
