






In a sign of the gathering momentum for additional economic stimulus, a top White House economic adviser on Thursday expressed openness to the possibility of additional aid to local governments to prevent layoffs or even to the creation of a new public jobs program to spur employment.

The federal government made $98 billion in questionable payments to contractors and individuals last year, the Obama administration said Tuesday, a sharp increase from 2008. The increase does not necessarily mean fraud is growing, said White House budget director Peter Orszag. But the administration is moving quickly to address the issue.
