Fed should be doing more, says Fed

I got the chart above from Ryan Avent, but it's originally from a paper by Federal Reserve economist Glenn Rudebusch, and it's a credible, graphical representation of something you've heard about on a lot of blogs: If you're judging the Federal Reserve by its traditional standards, it needs to be doing much more. If you decide to judge the Fed based off special standards that account for the economic peculiarities of this moment, it ... still needs to be doing a lot more.

You should be clear. Fed economists do independent research in addition to their Fed work. Rudebusch is speaking in his voice not the Fed's.
