Calling All Restonians

For months now, there has been an ongoing debate in Reston about something called "the governing documents." Presumably these documents are the equivalent of the Constitution for one of the nation's largest planned communities.
For the life of me, I live in Reston and I can't figure out what the heck they're talking about. What are leaders of the Reston Association proposing to change? What difference does it make to Reston residents? And most important, what impact does it have on homeowner fees (aka assessments)? Will the proposed changes mean higher or lower fees?
