Accused Murderer Won't Face Death Penalty

Dinh Pham, 34 of Annandale who is accused of the 2004 murders of Loan P. Nguyen, 30, and her 22 month-old daughter Ashley N. Ton of Merrifield, will not face capital murder charges. Yesterday a judge ruled that Fairfax County police violated the Pham's rights by not informing the Vietnamese man that he could contact his country's embassy. The story is in today's Metro section.
