HOT Lanes Could Negate Beltway Improvements Planners Warn

An article in today's Metro section decribes better traffic flow on the Capital Beltway thanks to improvements in Springfield and near the entrance to the Dulles Toll Road. But could the construction of planned high-occupany toll lanes undo the improvements? Some transportation planners say another tangle of entrances and exits for HOT lanes could cause problems.
