Virginia Takes Tougher Sex Crime Stance

Gov. Timothy M. Kaine (D) yesterday signed bills tol increase mandatory minimum sentences for sex crimes, making the sentence no less than 25 years for anyone convicted of crimes against children younger than 13. It will broaden the state's monitoring powers of registered sex offenders.
