Tunnel Under Tysons a Danger to Federal Funds?

According to this story in this morning's Metro section, a decision regarding the tunnel will be postponed for 60 days while a panel of engineers study the various proposals in order to advise Virginia Transportation Secretary Pierce R. Homer on a course of action.

According to this article in this morning's Washington Post, federal rules that depend on a favorable analysis of a project's cost-effectiveness could result in loss of almost a billion dollars in funding for a Metro extension to Dulles International Airport if a tunnel is included and adds too much to the cost.
