FEMA to Fairfax: Help Your Own

Fairfax County officials are outraged at a decision by the Federal Emergency Management Agency to deny financial assistance to Northern Virginia homeowners for losses in the June floods. FEMA officials reasoned that local governments represent an affluent population and should provide relief. The Metro section article is here. What's your take?

So, who's right here? Should FEMA just provide help to the less fortunate?
