Herndon Town Manager Leaves for Staunton

Herndon Town Manager, Stephen F. Owen, has resigned his post effective March 1 to become the city manager of Staunton, Va. Owen, who was thrust into the spotlight when he was charged with implementing the plan to operate the Herndon Official Workers Center, served under three mayors. Saturday's Metro section carried the news.
