Obama Picks Acting OPM Director

UPDATE: This morning I reported that President Obama has appointed Kathie Ann Whipple to be acting director of the Office of Personnel Management. Previously, she was deputy general counsel at the agency. To learn more about the person who will run OPM, at least for the time being, I asked OPM to send me her bio. It's below:

Ms. Whipple joined the Office of the General Counsel of the Office of Personnel Management (OPM) in December 2000. From January through July 2001 and again from March through July 2006, she served as the Acting General Counsel, directing the administrative litigation work and counseling services of a staff of approximately 20 attorneys.

Prior to her arrival at OPM, Ms. Whipple served for five and one-half years as a Trial Attorney with the Civil Division of the U.S. Department of Justice. At Justice she worked on Government contract cases, including cases against the Government arising from the savings and loan association reforms of the 1980s, and appeals to the United States Court of Appeals for the Federal Circuit from both the Merit Systems Protection Board and various agencies’ Boards of Contract Appeals.

Prior to her stint at Justice, Ms. Whipple served for more than eight years as an Assistant Attorney General in the New York City Litigation Bureau of the office of the New York State Attorney General, including more than five years as a Deputy Bureau Chief or Acting Bureau Chief.

Her work with the New York State Attorney General’s Office included defending the State and state officers and employees in litigation under the civil rights statutes and challenges to state administrative action. Ms. Whipple began her legal career as a litigation associate at the New York City law firm of Chadbourne & Parke. She is a graduate of Harvard Law School (1980) and Wellesley College (1974). She is admitted to the bar in Massachusetts as well as New York.


President Obama has named Kathie Ann Whipple an acting director of the Office of Personnel Management. Here's the announcement:

Washington, D.C. – President Barack Obama has announced the appointment of Kathie Ann Whipple as the Acting Director of the U.S. Office of Personnel Management (OPM). Prior to her appointment, Whipple was OPM’s Deputy General Counsel, where she oversaw legal matters for the agency.

“I am humbled to have been designated by President Obama to serve as the Acting Director of OPM, an agency it has been my pleasure to serve for the past eight years,” said Whipple. “I look forward to leading OPM until the President appoints and the United States Senate confirms the next Director.”

Whipple’s appointment is effective immediately.

This appointment is again, "the fox guarding the hen house". Ms. Whipple will continue the Bush policies. OPM needs a proactive director, not one whose sole job is to protect political appointees.

Does this person know where all the questionable DOJ lawyers are working that Ms. Goodling recommended for hire? How about all the Bushies that have burrowed in.
Perhaps his thinking is that she knows where all the skeletons are buried..........I sure hope so.
