Obama Halts New or Pending Bush Regulations

Acting only hours after his inauguration, President Barack Obama has ordered a freeze on new or proposed regulations at all government agencies and departments. In a memo issued by new White House Chief of Staff Rahm Emanuel, the president tells agency and department heads that :

" proposed or final regulation should be sent to the Office of Federal Register for publication unless and until it has been reviewed and approved by a department or agency head appointed or designated by the President after noon on January 20, 2009, or in the case of the Department of Defense, the Secretary of Defense."

The memo also orders the withdrawal of all final or proposed regulations not yet published by the Federal Register. Department and agency heads have also been asked to "consider extending for 60 days the effective date of regulations that have been published in the Federal Register but not yet taken effect" unless they impact health, safety, environmental, financial, or national security matters -- obviously now subject to the interpretation of Obama's appointees.

It's a crying shame that so many regs got through in the past couple of months and that Mr. Obama chose complete lame-brains for Interior and Ag. The land will weep toxic tears for too long!

I could swear I saw the door of the former Marine 1 helicopter smack W's @$$ on his way out. The brainiac couldn't even get that right! My God! Is this day finally here, or was today just a blip in the Matrix? GREAT GOD ALLMIGHTY WE ARE FREE AT LAST!!! A freeze on all new regs...hmm... well played Barack, I'm quite sure W and his fellow eco/war-criminals didn't see that one coming. How much freaking fun is it going to be to watch some intelligent, creative people run the show for awhile! I've got goosebumps! No, seriously my hair is standing on end. Can't wait to see what Barack and his Obamabots get into next. Amen.

As W's helicopter lifted away, for a moment, I imagined that
they were removing our national idiot to Guantanamo Bay.
Ah but it was only a fantasy. It will take years I am sure for
the International Criminal Court (ICC) to construct and pursue
actions against America's homegrown fascist regime. In the meantime Bushies (and past members of their crew), a bit of advice, limit your travel abroad for the next 25 years or so.

If I were president, I would have these 2 simple ideas in my mind to keep me grounded and focused: 1)everything is logistics. We either move ideas or we move things. (God is a logistician). 2)Every challenge is an opportunity. Almost nothing is impossible. The will to do good is overwhelming and undertapped.

Service is reducing suffering. Otherwise stated: increase happiness. So..First, do no harm. Killing does not increase happiness. No war, no nukes, no death penalty, etc. They say being anti-war creates more war. So pro-peace, life-affirming, pro-happiness policy. Reducing suffering might involve meditation, and calmness should inform the chaos. Mainly, basic needs are where it's at, globally. The dollar best spent might be deworming in Kenya, not a possibly unhealthy burger off the dollar menu, or part of a Harvard education you could get off Wikipedia. I'm not sure the president should be bogged in legal detail so much as inspiring the country to be global citizens, acting locally. 4yrs+ is a lot of time, though. It's 1460 days or 35,040 hours. I think slavery should be taken out of the Constitution, for one. Patriotism is nice and all, but I for one think nationalism should be de-emphasized.

In short, I would have an unshakeable conviction in the feasibility of logistics to meet basic needs and make global, and gross national, Happiness.

I think the military, instead of destroying and killing, should develop the world, possibly without weapons, like an extension of the peace corps. We need that hard core attitude toward progress.

Economists that can see the big picture should pinpoint where CBA indicates the best investments are, of course. (cost:benefit analysis) But instead of thinking we need to rank everything, and do one thing at a time, my view is that we should have a plan for solving everything, with a sense of how long it will take, best case vs. worst case scenarios, and really go hardcore whole hog full throttle to attack all the problems (After all, it's all one big interrelated problem) and delegate and Just Do It and git 'r done and Yes we can until the progress and achievement and satisfaction snowballs until we have an amazing, vibrant, thriving, happy new world.

I just felt the need to say this in case policy wonks and legal eagles lose sight of the universe for the planet for the forest for the trees -or something.

I am so grateful for Barak Obama, and so amazed this day is finally here.

In honor of our 44th President I am donating to Emmonak Village Aid, a tiny Alaska village where there is a serious shortage of food and heating oil facing Americans who live in one of the most unforgiving climates on the planet. During the campaign, villages like this one appealed to Governor Palin for emergency aid, to no avail. We cannot allow them to suffer. We must act now.

Congress has a nuclear option available and they should use it. President Obama and the Congress have the option to unilaterally recind any and all final regulations that have been enacted for six month leading to the installation of the new President. The effect would be to undo all of the illegal actions the bush junta slammed in to place dating back to July 2008.

Bush, Gone But Not Forgotten, New President Barack Obama Gives First Directive.

Based on the executive order issued by President George W. Bush on the 01.16.09., a legal action was filed in the Federal Court in the Central District of California. The executive order provides for Reciprocity and Reinvestigation of Individuals in positions of public trust. Section 2 (e), provides for investigation of required level of character and conduct.

This Executive Order from Bush is believed to be a late Christmas Present to add yet another challenge for the other 50 million that voted for the other guy.

It was important to get the suit filed before Bush left office because they knew PEBO once sworn in, would counter by doing the obvious. Lawsuits challenging the new POTUS are beginning to mount.

Wonder what the New President is trying to hide.

Really so when someone breached his passport file and scrubbed info and that someone worked for the company of one of his staff, your right, his not hiding anything cause their's nothing left to hide. When he refuses to allow you to look at his college records from HAVAD or Coincedently, thats called hiding. When he refuses to allow the ORIGINAL VAULT birth certfificate to be viewed, thats not hiding, that my friend, is a matter of NATIONAL SECURITY.

bdaman: i'm with dem4life1 - go find a nice convenient rock, crawl under it, and hide there for the next eight (yes, i said eight years). president barack HUSSEIN obama is here, he was sworn in, even though the conservative, bush-appointed chief justice screwed up the oath of office (now, i wonder if that was just an "accident") and he IS president of the united states of america.
why can't you little neo-cons get it!? he WON and i was one of the millions out stomping the street for the man. i'm in va and because of what i and thousands of other volunteers did, va went BLUE for the first time in 40 years.
so, he is POTUS and it's going to take a lot of work on EVERYONE'S part to undo the damage wrought by bush and his administration. and i agree with keith olberman, the obama administration MUST prosecute bush etal for war crimes because if we don't somewhere down the road it will be repeated by another little simpleton of a neo-con (if we ever let another one in office again that is).

Whether you think it is or you think it's not, it still is. What is, is the FACT that what i posted are factual issues. Thanks for commenting on the issues. Remember it wasn't long after Nixon was sworn in, he packed up his stuff and moved out. The movie Frost/Nixon should be a reminder to us all. Eight years for the big O is like the other big O.While indeed it is euphoric it doesn't last that long.

By the way in reference to the Chief Justice many are wondering the same. Somthing else to wonder, after reviewing the Birth Certfificate issue on at least three other conferences at the SCOTUS, two weeks ago knowing that he would be sworn in on Jan. 20th they schedule a conference to discuss it again on the 23rd HUUMMM

Wow! Are these comments for real? Prosecute President Bush? Calling the other half Dummy or worse? My party lost - but my Constitution won again as it does every four years. President OBama is OUR President. Mr. Bush was OUR President. Why do you not call for an investigation into the dereliction of duty by Congress. In the last eight years they had access to the same information as the President and they gave us what? In case you do not know the job description, Congress is totally in charge of the interstate commerce, the economy and the laws of our nation. The President is the Commander in Chief to protect the Constitution, our boarders and the enactment of the laws of the land. All our Presidents of both parties had the same problem - a two party congress that can only give itself pay raises, earmark money to spend without accountability, and to call each other names to cover their own incompetency and retorical fear speaches that hide the fact that they are not capable of enforcement. Congress destroyed the credit system and kill our ability to provide affordable homes. Congress has damaged our retirement system by using the funds for general account. Congress has destroyed our health care by turning it into a welfare system. Our national Fathers knew a political party was the silent enemy of our democracy. We see the two in action today in our congress.
Know you real enemy - it is not the guy who voted for the one you didn't - it is the politician who puts his party ahead of the Constituion and the well being of all the citizens, you and I.

I, for one, would be very interested to see what final hour regulations the Bush administration put into place to see what the fervor is all about.
I will also be happy to see the transcripts of our current leader released for public scrutiny, just out of curiousity of what he felt he needed to hide. I expect these documents will all be made public again within the week since he has pledged transparency in his term in office.
For those who are automatically granting him 8 years in office, remember that we are still engaged in two wars. Let's see how well he does as Commander-in-Chief in his first term. You very well may be at the front of the pack calling for his ouster 4 years from now based on your stated views of the world and the ideal role of the military.

What I do find absolutely mind boggling is that the same group of leaders who believed that we could NOT drill our way out of the immediate energy crisis this past summer, somehow believe that we CAN spend our way out of the current economic crisis.
In fact, all it took was Bush recinding the presidential ban on off-shore drilling to cause an immediate tumbling of the price of oil. Amazingly, crude was cheaper when he passed the mantle of power to Obama than it was when Bush received the mantle from Clinton.

or a president that preaches transperency what is the problem showing his birth certificate. Simply your mother is a citizen you are to and only rarely do you loose it. So the country should get on with it. Bush didn't create the bank mess it started with the Clinton era and forcing banks to make loans in the red zone. Wonder why thebank bailout went so fast every congressmen has that blood on there hands. For those of you who are critical of Justice Roberts history says that the justices rarely make judgements matching the president that appointed them.


Throwing money into Africa hasn't worked and probably never will we don't have it to spend now. Maybe after we get this country fixed we can think about helping others. In the mean time read a history of Poland for some insight into the reasons

MBulloch you sir hit the nail on the head. The president signs the paper the congress votes. So when Pelosi states they should investigate, we should investigate how she voted on whatever issues she wants investigated. People fail to realize the President is the front man, the one in a comedy/talent show you throw tomatoes at. In Bush it was shoes. Congress is the real culprits Dems and Repubs, the only thing we should throw at them is out.

the Code of Regulations is a JOKE.
Al Gore, as Vice President, knocked off 14 volumes of code. 14 volumes.

I am so happy they "freezed" the pending regs too.

If you want to see which ones they are, I suggest, or
Office of Mgmt & Budget.

Bush and Cheney were "artists" in "tweaking the CODE to go their way".
Can you say red tape on top of red tape.

Where does this (former?)Isreali Agent,Rahm Emanuel,get off issuing orders on January 20, 2009 one day before Barack Hussein Obama is sworn into office.This is typical of Emanuel; which I'm sure he originated and even scripted,not Obama, ordering a freeze that no proposed or final regulation should be sent to the office of the Federal Register for publication--- Even before he starts working he is issuing orders. Why doesn't he return to Israel, if he is so good, and straighten out that mess over there then American's will be safe from terrorist attacks.

it was the banking/mortgage industry "skirting" regulatory requirements that got us in the housing foreclosure mess.
freezing all regs was great.

The freeze came in at 12:10pm. Rahm did not jump any gun. The Obama Administration came so prepared for this new job. Should be proud of this little Rahm memo...... it cuts out the crooks who wanted to get a "rule and reg" in at the last minute.
Leave it to Bush to try last minute "deals".

Thankfully, Obama is on top of things. A lame duck tried his best to load up on last-minute executive orders in order to block enactment of the agenda the people voted so resoundingly for on Nov. 4. So, our new POTUS will re-examine as many of these sneak attacks as possible, & only allow the ones with real merit to become govt. policy.
There is so much Bush damage to repair. Unlike Bush, Obama has the intelligence & skill to manage something as complex as the US govt. Bush refused to listen to anyone who didn't agree with his own opinions, & excluded Democrats from any role in decision-making; if he could get the votes of 50% plus one in the House or Senate, then he cared about no one other than his extremist base. In contrast, Obama knows that issues are complicated with lots of subtle nuances. In contrast, Obama is ready, willing, & able to listen to & carefully consider all points of view on any given issue. Unlike Bush, Obama will bring genuine cooperation & bipartisanship to our govt.
The problems we face today were largely caused and/or exacerbated by the extremism, rigidity, & incompetence of Bush. We need someone as gifted as Obama to undo the disaster that was the Bush presidency.
Go get 'em, Barack!

Not one of us knows anything for sure about our new President...we can only hope and pray that he keeps most of his promises and if anything is untrue or hidden, it will be exposed before too long. If "W" didn't confuse us all, then President Obama wouldn't be in office this very minute! So maybe we all should be thankful for a new start, hopefully with someone of the highest integrity and standards. I personally don't vote race or religion. I LISTEN and WATCH. ONLY TIME WILL TELL...

SNIP: I watched him say this today. If he TRULY feels this way, then why for close to a year has he REFUSED to allow Hawaii to release or photo copy his ORIGINAL birth certificate and all other related docs. mentioned. Why has he let these cases make it to either the state or federal level. A lawsuit was filed against Occidental College for his records by Gary Kreep. He claims to be born in one Hospital and Mya is on record of him being born in another. With Obamamania how is it not one doctor or hospital administrator or nurse has come out and said I was there when he was born. The media has not even asked that question. If it was me, I would go find the doctor and ask the doctor how proud he was to know that he held the messiah in his hands.

If you'll look back to the very beginning of the comments section you'll notice that the liberal commentors, who I assume are Democrats, set the tone of the comments. At best they had a very loose connection to the subject in the article. Just because you don't like the truth doesn't mean you can prevent it from being stated. I also noted you didn't add anything pertaining to the article subject matter yourself.

Thanks for the links, unfortunately they haven't got any information on these new regs that were frozen since they haven't had a chance to be entered into the Congressional Record yet.
Obama's move to put a freeze on all new regs isn't uncommon. If memory serves me well, every president, at least since Reagan, has done the same thing upon assuming the mantle of power and it makes some sense. It would just be nice to know what these regs are instead of being led by the media into believing there is something nefarious afoot here.

For starters, your assessment of the election results shows a bit of a problem in your analytical skills, but aside from that, you seem to also be ignoring the fact that many who voted were merely voting against Bush (who, by the way, wasn't running this time) rather than for the candidate with no track record of any legislation written and passed, executive experience, and who was unwilling to allow the nation to have access to any of his scholastic records. Is Obama an intelligent man? Sure. Is he our new President? Again sure. Will I, as a Republican who didn't vote for him, respect him and support intelligent legislation he proposes? Absolutely! Will I respect him while opposing legislation that he proposes that is unconstitutional or just flies in the face of the laws of economics or that is based on bad science? Absolutely!! Being a loyal American doesn't require blind allegience to the leader of the nation but to the principles upon which this nation was built and the Constitution which clearly defines the limits of the role of our government.

This is all so amazing. If a female U.S. citizen bears a child, that child is also a U.S. citizen, no matter where born or whether single or married. Why bother with paperwork, dig up the poor grandmother, swab POTUS' cheek and check the DNA. That makes as much sense as any of the rest of these conspiracy theories. Actually, the grandmother has some rather high ranking Republican relatives if I remember correctly. Surely one of them would donate a swab for the sake of science.

Somehow it seemed far more important to me whether a presidential candidate honored his service commitment and made his paperwork available or not. That paperwork was 'lost'. All other personal paperwork was declared closed and private, even the Texas governor's papers.

This swing voter likes things in full disclosure unless they genuinely affect national security. As our mother used to tell us when we were quarrelsome, "I believe you need some work." And work we did. She raised three very cheerful children who chose their fights carefully.

This is NOT a Republican vs. Democrat issue, but rather a HUMAN one. We all want the truth and a leader to believe in. And at these perilous times, we know very little about our new President....only time will unfold what will happen. Let's not forget that most of history will depend on other countries and their leaders responding to American leaders and policies! This is NO time to be divided. As Americans we have the responsibility to honor, respect, encourage our leaders. Many voted based on color...thus becoming color-blinded to the most important issues...our safety and freedom-based rights inherent to America. It is the INWARD thoughts and ambitions of the man that will either lead us righteously into the future or not- NOT his skin color. Remember President Obama is also 1/2 white! We can only see the dominant genes of his our choice is to either stand behind the man and our country or once again become divided and make things worse . Whatever we as a people choose, will ultimately influence us ALL!

Snip: Hello, to be or not to be, that is the question. Read the Presidential Qualifier of the Constitution. I could tell you what it is but I'm hoping you will read it. (The Constitution) article II, section I.

Snip: Uh, think you need to do some more reading here. I would suggest the new Globe Magazine Tabloid News Paper and remember two things if you do. Thats who broke the John Edwards story and the people that own it are close friends with Bill and Hillary. I'm sure Hillary was quite upset after the Bidens appearence on Oprah. Which if true,(the either or offer) the law was broken, hence the quick retraction, not from Mrs. Biden but the POTUS staff. In reference to the Grandmother, we only need the POTUS to be forthcoming about his personal records for transperency. To be honest with you, i don't but millions of people do. I can see right thru him. Now isn't that what transperency really is.
