NSPS transition ahead of schedule

Happy Tuesday! Here's some relief for civilian Defense Department workers fed up with the controversial National Security Personnel System: More than 103,000 civilian DOD workers will transition to the General Schedule pay system by the end of June, according to the office that oversees the pay plan repealed by Congress last year.

According to documents posted on the NSPS Web site, more than 8,100 workers will have transitioned by the end of the month; another 50,728 will do so in May and 44,115 workers will move over in June. More than 169,000 of the roughly 226,000 workers on the program will be on the GS system by the end of the fiscal year in September, the NSPS transition office said. Congress ordered an end to NSPS by the start of 2012, meaning the transition will be well ahead of schedule if the current timetable holds.

About 75 percent of workers on NSPS will go to the GS system, while the remainder will join smaller demonstration programs for contract acquisition officers, military lab workers or organizations going through Base Realignment and Closure (BRAC). Those other transitions will occur in fiscal 2011.

No Defense Department employees will lose pay in the transition from NSPS to GS, according to John H. James Jr., the Pentagon official leading the transition.

Roughly 30 percent of civilian Defense Department employees fell under NSPS jurisdiction, according to the Pentagon. George W. Bush’s administration pushed for the program and Congress approved it in 2003, but then repealed it last October amid years of complaints from workers and unions. Under the deal the Pentagon maintains more performance management and hiring flexibilities than other federal agencies, but cannot enact a new performance system without Congressional approval.

NSPS. I am in a HQ Navy command outside the beltway and we will stay in NSPS until next year. They plan to convert us to an acquisition alternative... although no alternative has been approved by the committee... what they are doing is pinning us under the NSPS as long as they can! There isn't one manager here that doesn't like NSPS because it places total corrupt control on employee via their paycheck! Why not REAL reporting Ed... the law stated that NO alternative plan is allowed unless approved by 31 March 2010. NONE was approved, but the Pentagon is planning to convert 40% to alternative plans later... Something wrong with that statement??????? It's not too hard to see fork-tongue!
