Treasury IG to review allegations against Austan Goolsbee

Federal tax watchdogs plan to review allegations that Council of Economic Advisers Chairman Austan Goolsbee may have illegally accessed the confidential tax information of Koch Industries Inc., a privately held firm owned and operated by brothers Charles and David Koch, who generously bankroll conservative causes.

A group of Senate Republicans, led by Charles E. Grassley (R-Iowa), announced Wednesday that the Treasury Inspector General for Tax Administration plans to review the allegations against Goolsbee. But TIGTA sources stressed the office is only reviewing the allegations and has not determined whether it will launch a more formal investigation.

In a late August conference call with reporters, Goolsbee "used Koch Industries as an example when discussing an issue noted in the [President's Economic Recovery Board] report that half of business income goes to companies that do not pay corporate income tax because they are pass-through entities and that many of them are quite large," White House officials said Wednesday evening.

"The statement that Koch is a pass-through entity implies direct knowledge of Koch's legal and tax status, which would appear to be a violation of" federal tax laws, Grassley and his colleagues wrote to TIGTA in late September. "Alternatively, if the statement was based on speculation, it raises the question of whether the administration speculating about any specific taxpayer's liability is appropriate."

Federal law prohibits any federal official to access and disclose information from confidential tax returns, and TIGTA is legally required to at least review any and all allegations of "unauthorized access," or UNAX.

Goolsbee's statement wasn't based on any review of the company's tax filings, but merely a repetition of something he recalled reading, the White House said. (He was interviewed Wednesday by Ezra Klein, but not asked about this issue.)

(Koch lawyers told the Weekly Standard in late September that the company does indeed pay corporate income taxes, so Goolsbee may have just misspoken.)

TIGTA completed 169 UNAX investigations between October 2009 and March 2010, according to its semiannual report to Congress. More than 84 percent of UNAX investigations launched by TIGTA result in substantiated violations of the law, it said.

Most UNAX allegations are leveled against Internal Revenue Service employees who illegally access tax information on government computers. TIGTA closely monitors IRS employee computers and can often detect when workers are attempting to improperly access tax records, sources said.

While I do not tend to support any government efforts to regulate personal taxes, I wish some of these companies would be more transparent in their finances as well as with their donations to conservative causes. It is very important that voters know these situations, as tax cuts are on the agenda once again, and as big companies are funding "grassroots" movements....therefore not really making them grassroots...

Who does and does not pay taxes, let alone who is, and is not, an actual company with an actual product, is certainly knowledge in the public interest. But like labels that alert us to Frankenfood or to bovine growth hormone in the milk we feed our children, the corporatists would prefer that it remain secret. Move along, nothing to see here.

Now, I think anyone (including Goolsbee)can speculate about the income of speculators like Koch Industries. I too have had some inkling of how much income big industrial combines are able to sneak past customs and excise.

My particular example is Bowater Scott, an international wood and paper conglomerate. I had a look into their annual reports and just imagine what profits their main company was making = zero. Zero income means zero tax. Their "daughter companies" on the other hand were making big money. You know how many paper products are manufactured in Bermuda? Also a big Zero. Funny how it works that way.

Koch and co are laughing to the bank as are their T-par-T stooges.

GOP has always functioned by spreading misinformation and duping the working class and middle class into believing they will be able to particiapte in the Amrican Dream if the GOP is just allowed to cut taxes on the rich to zero. That said, if this guy Goolsbee broke the law, he should be prosecuted. Period.

the tax status of these huge companies should be public knpowledge. if these gargantuan companies are paying little or no taxes, the public should know and we should boycott them. i'm sick of these big guys getting away with murder all the time, while the little guy gets it in the shorts all the time.

Obama is now breaking the law and bragging about it as his henchmen illegally review individual and corporate tax returns....a clear violation of the privacy act. This will, along with many other of Obama's illegal acts, be investigated in January by Capitol Hill after the GOP takes over.

This is a pretty significant success rate for an investigation.

The second question is "What penalties were imposed for the violations of the law?"

This is a pathetically lame attempt to draw attention away from the Koch brothers transparent buying of Senators and Congressmen and even buying elections. These two brothers are directly responsible for much of the backing the Tea Party gets. The Tea Party is largely comprised of white, bigoted, angry and frustrated conservatives who just cannot get over losing so badly the 2008 election. Especially to a man who's skin color is not lily white and who's name is not one typically associated with white Christian males.

Trust me on this. When you see a poll showing white, high school educated or less voters gravitating to the GOP it becomes pretty obvious that race is a large part of their thinking.

I happen to work for a McDonald's franchise. One of the plans offered is low-cost plan which provides $2000 worth of coverage. It's better than nothing, which if McDonald's hadn't gotten a waiver, would have eliminated the plan completely.

The new health care law requires plans to cover at least $750,000 per person, with no caps. However, waivers are allowed if the employer can demonstrate that following the regulation would either require the employer to eliminate the plan or provide for premium increases.

So, you do the math. Do I now pay more than my paycheck for health insurance, or do I at least get some satisfaction.

What's really required is a stabilization of prices in the health industry.

I wouldn't think it takes inside info to make this statement, virtually anyone with some understanding of business and tax structures would easily draw the same conclusion. But hey, the investigation is being prompted by Chuck "pull the plug on grandma" Grassley, who has proven not to be the sharpest tack in the box. I consider the source, the investigation is just another waste of time, but it sure beats actually governing, eh Mr. Grassley?

Also, consider the intended audience for this, folks like jjcrocket here...

I just want to know why Senate Republicans are more concerned with big corporations than they are with the welfare of the American public. They don't want the investigation committee on BP to have access to information on what caused the oil spill, but yet they want to spend tax payer money on an investigation against a White House economic adviser because he repeated something inflammatory about a big corporation. The Republicans are so transparent, yet they think no one can see what they are doing. You have to be blind not to see where their loyalties lie and why it lies there.

Koch Industries is a privately held company. Its financial well-being and tax records are as private as any other private citizen and should be held confidential. All the Gladys Kravitses who thinks otherwise should post their own tax returns on-line for all to see.

So why shouldn't corporate tax returns be public documents? They probably reveal more about the true health and activities of a corporation than any number of glowing annual reports and financial statements. Maybe stockholders, regulators and consumers would benefit from some sunlight in this area.

The Koch brothers have been extensively reported on. Goolsbee could have gotten his information from the NYT or right here at WaPo. This is a witch hunt - what we're going to be seeing a lot of if these jerks get the gavel back.

Once again it seems that Big Business is whining and playing the victim.
This would be laughable if it weren't so tragic.
Big Business is trying to buy seats in the Federal Senate so it can continue to wage its Undeclared Corporate War on all of America except for the top two percent. It will do this by supporting Republican politicians who's chief objective is to say no to everything the Democrats propose to benefit all of America, not just the top two percent.
And the fact that American Crossroads is being run by Republican sleazeball Karl Rove only demonstrates how Big Business has no morals and how low they are willing to sink.
With Karl Rove on board, they are indeed, in the sewer.
Factor in Christine O'Donnell who has said she's dabbled in black magic, taking midnight picnics on a blood stained altars and there you have the real face of the Republican party, aka, the Republican Corporate Intelligence Network; a bunch of Satan worshipers masquerading as Christians.
And then you have Rand Paul, who believes corporations should be protected from the American Government at all costs. He fails to mention that the costs will be born by the American People not by the top two percent.

As for the split in the Republican party, it's the biggest lie being sold this election season.

What there are insults are both sides, it seems that the most vile comes from the liberal side. Comments were made about non college graduate whites were more Republican while college graduate whites are split 50/50. The question needs to be ask about how many graduates are in the black communiuty that supports Obama and the Democratic Party by 92% before calling non college whites racial for supporting Republican ideas.

Apparently, you didn't bother to actually read the story, which has a very inaccurate title line. No one has been convicted of anything, nor has anyone confirmed that any wrongdoing was done, whether illegal or not. No one is even being accused of doing anything wrong at this point.

But, of course, using the magic word "socialist" adds so much credibility.

IL Republican Mark "Serial Liar" Kirk Is Planning A Race-Based Election "Protection" Plan (Voter Suppresion/Caging)

Archpundit has audio of Illinois' own Walter Mitty (Mark Kirk) claiming that he's funded "the largest voter protection" operation in 15 years in "key vulnerable precincts" in the state. What are those key districts? The South Side, West Side, Metro East, Rockford where he claims Dems will attempt to "jigger the numbers."

What do all those areas have in common?


[Chicago] South Side: 93 percent African American

[Chicago] West Side: 52.9 percent African American (and Greektown, for good measure)

Metro East: The St. Louis suburbs on the Illinois side of the Mississippi, including the notorious East St. Louis.

Rockford: 17.37 percent African American, but also known statewide for gang-ridden black neighborhoods

What truly amazes me is the number of comments defending ... the Koch brothers?

In fact the line of this article I take most umbrage with is, "generously bankroll conservative causes." Generously? How about strategically, cunningly, and with the intent of getting laws changed to benefit them personally?

Why is this an issue when 100+ FBI files were found in then FLOTUS Clinton's private quarters in the White House in the 1990s and no one batted an eyelash. I just assumed all demoncrats are given a pass from following all laws.

Grassley, et al., want an investigation into Goolsbee's uttering of information that's been all over the various media for months, but when credible reports allege that the US Chamber of (Conservative) Commerce has been using millions in foreign (in particular, Chinese) funds to run attack ads for GOP campaigns ... total silence and/or weak denials.

And the reports ARE credible: Think Progress tracked the funds to their destination accounts and the money is undeniably commingled with undifferentiated funds in a general account.

And to JJcrocket14: You apparently missed the memo. It is obvious from reading the comments of your compatriots that the "marxist" label is out. The new 'in' gibe is "worse than Nixon." Which is amusing, really. "Obama is worse than a criminal Republican!"

BTW: The info on the Kochs came from an investigation that looked at donations to groups that DID have to report financial info, both on themselves and their donors. There was no illegal snooping because none was needed and Grassley and his cronies know it.

The way to reduce health care costs is to nationalise the program... Get rid of the for profit insurance companies...they do nothing but drive up the cost of medical care. Look at the Canadian or any European model...it's really not that hard to do and saves tax dollars in the long run...
