So nobody says it, the Capitol includes the Senate. Since the question is "What HOUSE to Toilet Paper?" it should justbe the House of Representatives.

The capitol includes not only the Senate but House side as well.
They pretty much split it down the middle...
Good thing the metro entrances look different or i would have been lost forever in there...

The question itself says "one building," not "one house."
I wasn't aware that DC had a "City Hall," however. I'm familiar with the Wilson Building (formerly known as the District Building). If "City Hall" is supposed to be the center of all that is important in DC, then I suppose it refers to FedEx Field.
