Streetcars in DC's Future

A groundbreaking ceremony today at Benning Road and H Street NE brought together the people who make urban transportation projects happen: There was the mayor, the head of the department of transportation, some of his engineers and project managers, the local council member and business and civic leaders from the neighborhood.

The ceremony formally launched the rebuilding of the Benning Road/H Street corridor and the groundwork for a streetcar line that will run to Union Station. Like other transit projects such as the Purple Line, the Columbia Pike line and Dulles rail, it's not only about moving people more quickly and efficiently from one point to another -- important as that is.

It's also about organizing the future of communities. In this case, Mayor Adrian Fenty, Transportation Director Emeka Moneme, Council Member Tommy Wells and many community leaders are working for an H Street corridor comeback as an entertainment and commercial zone and as a focal point for the surrounding residences.

Fixing the streets and sidewalks is part of that, and so is the streetcar line, which would create a reliable connection to the rest of the city via Union Station as well as transport people along the neighborhood's main street. The plan, if successful, will get people out of their cars and onto the streets, as pedestrians and transit users.

It's not easy to account for that in the federal government's cost-effectiveness standards for aiding transit projects. That's mainly about how many people get moved at what price, certainly a very important factor in the use of public money but not one that captures the range of ways people's mobility can be improved by combining transportation and land use programs.

The H Street streetcar project is tiny compared to the Dulles rail program, or to the Purple Line. But both those projects have benefits to their communities that can't be captured just by looking at today's ridership projections. Citizen planners in Tysons, working with Fairfax County, have spent several years planning for a new Tysons, organized around four Metro stations on the Dulles line rather than traffic-jammed Routes 7 and 123.

Like the Dulles line, the streetcar project has unresolved issues. While the current three-year program will provide the streetscape and the transit infrastructure for a streetcar line, there are unresolved issues about financing and operating the streetcars themselves.

It's unlikely that Metro would run the line. More likely is a partnership operation among public and private entities, something like the D.C. Circulator buses that operate three routes across the city. What will the cars look like? They're likely to be of the syle used in Portland, Oregon, and be propelled by the traditional overhead power lines, but there may be an alternative power system that allows for a more attractive appearance along H Street and Benning Road.

In our future, new heavy rail lines will be few and far between. More likely, the city and suburbs will be knit by trolleys and rapid bus systems. Despite the traffic disruptions along Benning Road and H Street that will set the stage for a trolley, the results should be worth it for those neighborhoods. But it's time to think about how various trolley and bus projects can be joined to create an efficient network serving the entire region.

Such issues can be resolved, just as the issues with Dulles rail can be resolved. As we go forward with our transit plans, we should try to avoid mistakes. But the only mistake-free program will be the one we don't start.

From Dr. Gridlock: vc points out correctly that the District held a groundbreaking with then-mayor Tony Williams a few years ago for its Anacostia streetcar line. There hasn't been any construction since. The city didn't have the money.

But that project, which is separate from the Benning Road/H Street project I'm writing about here, now is scheduled to start construction this summer. (And there likely will be a more serious groundbreaking ceremony then.)

It will take about 18 months to complete the Anacostia line. So there should be trolleys running there long before they're rolling in the Benning Road/H Street corridor.

please, please, please don't take the Metro to Dulless line through Tyson's Corner. Just shoot it straight down the right of way. Let Tyson's figure out their own transit system and hook up to Metro.

I'm thrilled to read this. I live near H St., in Trinidad. It's exciting that this isn't a future event, but one that happened today. Like the other H St. development announcements, this one caught me, pleasantly, by surprise. And I love the idea of a trolley. I was underground on the Metro yesterday and thought to myself as I looked out the window into the dark tunnel how much better travel is when it's above ground and you can watch the world go by, plus no dreary escalators that go out-of-service. A trolley will be great--it'll be like Boston. Whoever runs the trolley, please don't make the mistake that WMATA (hint, hint WMATA) makes with Metrobus of making all passengers queue up in front to negotiate the fare. That delay is antithetical to the purpose of mass transit. Do like Boston, or Europe: purchase tickets in advance or use SmartTrip cards, with multiple ticket-punching and SmartTrip pass swiping stations on the trolley cars. Go DC!

I still don't get why we even need mass transit when we have this wonderful, congestion-free road in which to drive on or run buses on.

You can even drive it if you want to skip the HOV rule on I-66, avoid traffic on 267, and avoid contributing to boondoggle rail projects via tolls. A Snapple from the Dulles Exxon costs about as much as the tolls and that qualifies as "Official Airport Business"...just make sure you ask for a receipt. They even have a "free cinnamon bun with purchase of 20 oz coffee" special this week. In effect, they are practically begging me to take the Access Highway instead of 267 to work every morning!

My grandmother will really like the sound of this... she recalls the old streetcars in DC, and has talked over the years about how useful it was, and a nostalgic feature of a 'bygone era'.

I've seen some of the old streets in town that still have the tracks in em, and made me think it'd be a nice idea. I hope something like a rather expansive light rail could be done in the suburbs, to make some of the neighborhoods less reliant on cars to get about.

Dr. Gridlock, I think the Minnesota Ave.-Anacostia trolley also ran into resistance from CSX over use of their right of way (remember, this was also about the time the District and CSX were fighting over whether to ban hazardous cargo on the CSX line downtown).

Also, the equipment is there to run streetcars without overhead wires and catenary -- I believe the old streetcars that were taken up in 1962 had this because someone didn't want overhead wires throughout DC (Congress or the commissioners, or both).

That cute little DC trolley could turn into a bulldozer later. If the areas in DC have historic protection, at least they have a chance. The Purple Line would blaze a trail through small-scale, stable Maryland neighborhoods, raising the specter of rezoning for high-priced high-rises. It would also wipe out thousands of trees along the Capital Crescent Trail. More buses, including express buses, are what we need.

I don't get streetcars. Do they offer any practical advantage over buses? They're stuck in the same traffic as everyone else, yet they're put on tracks so that any obstacle immobilizes them, and adjusting a route for shifting demand is a major engineering feat.

Am I missing something?

Streetcars are something that have been proven time and time again to be a mode of transportation that will actually get people out of cars. Buses do not have the same effect. The physical act of laying down tracks also shows a commitment to businesses and landowners that there will be guaranteed ridership and patronage along a corridor. Bus lines can easily be changed at any time. The permanence of rail is psychologically important.

Also, streetcars are more comfortable, quieter, cleaner, more reliable and can transport far more people faster than buses. That is probably why they are effective at getting people out of cars. A single European-style tram can transport well over a hundred, something no bus can do.

I think a big reason why street cars are popular is that they stop at each stop, unlike buses where if no one is getting on or off, it doesn't stop. So if you are not a regular user of the bus, you are forced to constantly watch the street signs (providing the streets are well marked), or hope the bus driver will accommodate you and let you know your stop is close.

Hopefully the H St Streetcar is run as well as the Portland Streetcar (http://www.portlandstreetcar.org/). The Portland Streetcar gets a ton of usage, is well integrated into the community, visits each stop frequently, and best of all, lists the time to the next train at each stop.

The streetcar will be a boon to residents and businesses on H Street.

Streetcars have several advantages:

1. People who won't ride buses will ride them
2. They signal permanent investment
3. A streetcar is larger than a bus but still only has one driver - this lowers per person costs.
4. Streetcars are cheaper to operate as they don't damage the streets as much as buses and they don't suffer as much damage themselves
5. They're quieter and provide a smoother ride
6. Because they run on electricity instead of fuel, they have a smaller carbon footprint, create less pollution and create that pollution far from the city.
7. They inspire awesome plays. Ever see "A Bus Named Desire"? I didn't think so.

The streetcars in San Francisco -- not the cablecars, which I think are only used by tourists -- are enormously popular. I hope H Street's thrives like those. I'm worried about the route ending at 3rd Street. unless the city has plans to provide some sort of walkway from Union Station, they might end up a flop.

No, but I have seen "Bus Stop", which is arguably as awesome a play as "Streetcar Named Desire".

I'm excited about this development, and I'm glad DC is doing this one in an area that will have a lot of foot traffic. I'm not sure about the Anacostia streetcar line, and I've been pretty disappointed to see frustrated progress on that project.

There was also some talk not so long ago about a streetcar line for 8th st in Capitol Hill. Anyone know if this is still on the table?

Wasn't there talk of a streetcar line up and down Georgia Avenue? I haven't heard anything lately. And would curbside parking be removed for the tracks or would the streetcar have to compete with auto traffic in the right lane?

Where can the law be found that prevents streetcar companies from using overhead power wires in parts of D.C.? What precisely does it enact? Does it apply to the city of D.C. itself or only private franchised streetcar companies? Who, by name, has the lead in Congress to overturn, modify, or revoke the law? Are there any other political bodies which have jurisdiction over the use of streetcar wires?
