Travelers Leave Bus Site, Head West

The Post's Nick Miroff reports that many would-be Metrobus riders who waited at 23rd. St. and Constitution Ave. for a 3S bus headed into Arlington gave up waiting and started walking west, many across the Roosevelt Bridge.
