Commuter Alert: Traffic Lights Out Near Mall
A power outage has knocked out multiple traffic lights along The Mall at 14th, 15th, and 16th streets and Constitution Avenue. Lights are also out at 14th Street and Madison Drive, and at 15th Street at Madison and Jefferson. Temporary stop signs are up.

This must be how they officially end and begin Cherry Blossom season....
I agree with the above poster that the intersection is way too busy to operate anything resembling safely without police.
Remember that when you have 4 way stops, pedestrians always have the right of way in crosswalks. With the amount of pedestrians in that area, I can imagine car traffic being totally completely gridlocked from that alone.

The intersection of 14th and Constitution is much too crowded with pedestrians and traffic for the use of a 4-way stop sign system. It requires active police direction to avoid potential injuries or death.
