Traffic Alert: Lights Out Between H and K Streets, 10th and 13th
DC police are reporting traffic lights are out along H st NW between 10th and 13th sts. DDOT is reporting outages at 12th and I, 12th and K, 13th and H, 13th and I sts. Please drive carefully.
Katharine Jarmul, the Post's deputy editor for transportation, found traffic lights out in an area roughly bounded by H Street NW on the south, K Street NW on the north, 10th St. NW on the east and 13th Street NW on the west. Some temporary stop signs had been deployed by authorities, and DDOT crews appeared to be on the scene.

Changing Venues: to Richmond--Dulles Toll Road HOV rules...
A simple modest proposal for the Virginia General Assembly--and worth a comment from the 2 gubernatorial candidates: AMEND THE VIRGINIA HOV STATUTE TO PERMIT EASTBOUND VEHICLES HEADING FOR FLIGHTS AT NATIONAL AIRPORT ('DCA ') TO BE EXEMPT FROM HOV RESTRICTIONS , JUST AS WESTBOUND DULLES-BOUND PASSENGERS PRESENTLY ARE. (When the present rules, system were last amended in 2004 (making HOV 2d offenses $250-3points !) there were still more DCA passengers than IAD; today, Dulles handles over 20 million flight passengers per year, while DCA handles about 15 million (going way back, to when the rules were first laid down with the Coleman decision in 1977, it WAS all about boosting Dulles, which had 2 million passengers per year to DCA's 13 million) Today, it's about revenue for the overtime pay for the cops and, I-95 rules spilling over to I-66--not about airport access and a commuter explosion in Western Fairfax and Loudon. A simple amendment will let ticketed DCA traffic use the Dulles connector road from 6:-9:00 a.m. just like their westbound neighbors--without fear of a $250 or $500 third offense ticket.
