Update (8 a.m.): The accident has been cleared but delays continue.

I came by not long after this accident and there was no reason for two lanes to be blocked. The accident was against the guardrail on the shoulder and not in a travel lane. Blocking the right-hand lane should have been sufficient for emergency crews to work. I saw no reason to block any lanes beyond that except that they "can" and it was a nice place to park their firetruck.
